SUBJECT: Amendment to City Attorney's Office Addition Project:
Authorize Construction of City Hall Basement Emergency
Exit Stairway
Introduction
This report requests City Council extend the City Attorney's office
addition project to include construction of an exit stairway from the City
Hall basement to the first floor at a cost of $24,407 with funds previously
appropriated.
Background
The Records Management section of the City Clerk's office and Purchasing
anticipate using portions of the City Hall Basement for office space.
Presently, only one stairway exit serves the basement; the City Building
Code requires two separate exists (excluding the elevator) for the intended
office uses.
Council authorized the preparation of construction plans by Stephen R. Frew,
Architect on September 19, 1980. A set of the completed construction drawings
are attached.
Eubanks Construction, Inc., the contractor for the City Attorney's office
expansion, has submitted a price of $24,407 to accomplish this work on a
Change Order. This price is within the City Engineer's estimate. The
following is a breakdown of the total estimated cost for this project:

Funds in the amount of $94,500 are budgeted in Account No. 46- 100- 243 -000 -920.
Council could request competitive bids, however, this process would delay
occupancy of the basement by Records Management staff by at least four
months.
Recommendation
It is recommended City Council approve the construction of the City Hall
Basement Emergency Exist Stairway by a Contract Change Order to Eubanks
Construction, Inc., in the amount of $24,407.00.
