Authorization to Engage Consulting Engineering Firm of Woodside/
Kuboda and Associates for Engineering Services for Reconstruction
of Arcadia and Olivette Reservoir Roofs and Construction of an
enclosure over the Arcadia Treatment Basin.
Introduction
This report describes the requirement for upgrading the Arcadia and Olivette
Reservoirs and the enclosure of the Arcadia Treatment Plant settling basin, and
recommends the selection of a consultant firm for the design and inspection of
the project.
Background
Arcadia and Olivette Reservoirs were built in 1924 with reinforced concrete
walls and wood roofs. The wood roofs are now deteriorated and are a safety
and health hazard. The State Health Department has requested, in its yearly
sanitary survey, the repair of both reservoirs. The project improvements
would also involve an investigation of the safety of Olivette Reservoir. If
found to be structurally sound, the roof will be replaced and walls sealed. If
the reservoir is determined to be unsafe, demolition would be recommended.
Arcadia Reservoir is to have its wood roof replaced, walls sealed, and
columns repaired. It is expected that these improvements would last for
40 years.

For a number of years, the State Health Department has requested an enclosure
of the treatment plant settling basin and the water softening beds. This
enclosure was not installed when the treatment plant was constructed in 1968.
Due to the lack of a cover, algae growth is a problem and the basin is subject
to contamination by many types of refuse because of its proximity to an alley.
The proposed improvements would eliminate the health hazard and satisfy
the State Health requirements.
Although funds for these projects were budgeted in past years, the Water
Division failed to rebudget for these projects in the current year's budget.
Inconclusive results in the Water Division's own studies of the problems
involved in these projects resulted in the delay to this date. It is antici-
pated that these projects will cost in excess of $800,000 for construction,
and these funds will be budgeted when the engineering is completed.
Requested for proposals were sent to five qualified engineering firms, four
of which were returned. The four proposals submitted have been evaluated,
and it is the conclusion of the staff that the most comprehensive and
applicable efforts will be performed by Woodside /Kuboda & Associates, Inc.
Woodside /Kuboda & Associates, Inc. have been engineers for more than 30
reservoirs of various sizes and types.

Recommendation
It is recommended that Council appropriate $95,000 from the Water Depreciation
Funds and authorize the City Manager to engage the firm of Woodside /Kuboda
& Associates, Inc., per their proposal in the amount of $95,000.
