SUBJECT: Recommendation to award bid for Carpeting the Public
Library, 1343 Sixth Street, Santa Monica, CA 90401

This report concerns award of bid to re- carpet the Public Library,
1343 Sixth St., Santa Monica, CA 90401, for a total of $94,600.00,
including applicable tax. Funds for this purpose are available in
account number 01- 400 -611- 000 -920, Library Capital Expense.
BACKGROUND
In response to published Notice Inviting Bids to re- carpet the Public
Library in accordance with City specifications, bids were received
and publicly opened and read January 22, 1980. Proposal packages
were mailed to three hundred ninety -six (396) potential suppliers and
notices were advertised in accordance with City Charter and Municipal
Code provisions. The bid contained three (3) items:
Furnish all carpet and padding for installation at the
Public Library (approximately 6,000 square yards).
ITEM NO. II
Furnish all labor, materials, and equipment to install
approximately 6,000 square yards of new carpet floor
covering and pad at the Public Library.
ITEM N0, III
Furnish all labor and equipment to move desks, tables, books,
and bookshelves for easy access to area to be carpeted.
Only one (1) bid was received with Academic Specialties, Inc., being
the only bidder. The City expected to be able to carpet the entire
Library (4,632 square yards) and store 1,368 square yards for future
replacement of heavily used areas. The bid forms, therefore, suggested
as estimated total carpeting need of approximately 6,000 square yards.
The bid received does not allow the acquisition of that much extra
carpeting. To stay within the budget, the award would have to be
for re- carpeting the entire Library as specified and the acquisition
of two hundred fifty (250) additional square yards of carpeting for
future use as outlined above. The carpet bid is a special mill run
and the additional purchase of the two hundred fifty (250) square
yards will insure color and quality match when needed for replacement.

BACKGROUND - continued
Academic Specialties, Inc. furnished references which were checked
with very positive results. The carpet specified is a high quality
commercial grade as recommended by several manufacturers. The
carpeting to be furnished under this award would be Bigalow
Grosgrain II quality with a custom color. The total cost for Items
I and II, including all applicable taxes and installation is $16.31
per square yard, for comparison purposes.
RECOMMENDATION
It is recommended that the award be made to Academic Specialties,
Inc., for Item's I, II and III as the lowest and best bidder meeting
specifications in the total amount of $94,600.00, including applicable
taxes.
