SUBJECT: Santa Monica Pier Tram Agreement
Introduction
This report concerns the trial period operating agreement
for tram service on the Santa Monica Pier and recommends that
the City Council approve the agreement as submitted.
Background
On March 4, 1980, Item 11 C. City Council approved a
recommendation regarding a trial tram operation on the Santa
Monica Pier. City Staff has prepared an agreement (exhibit "A ")
for this operation based on prior negotiations and has
determined that Coastal Commission approval is not necessary
for this trial period (exhibit "B ").
Recommendation
It is the recommendation of City Staff that Council
approve the trial operating agreement as submitted.

Dear Mr. Ferguson,
Mr. Jervis of Overfair Railroads operated his train on the
Orange County Fairgrounds approximately six years. It was one of
the most popular operations we had at the Fairgrounds during our
summer fair in July.and ,at non -fair times as well. His contract with
the Fairgrounds was terminated because of our Master Plan develop-
ment of the Fairgrounds, which began in 1978 and is in progress at
this time. Many areas on the grounds have been under construction
for this Master Plan, including the location of the railroad tracks,
Mr. Jervis was always friendly and courteous to the public and
was an asset to the Orange County Fair.

Dear Mr. Jervis:
With reference to your recent inquiry regarding the initiation of a
temporary tram service on the Santa Monica Mier, be advised that such
tram service will not require a coastal development permit. It is our
understanding that the creation of the tram service will not necessitate
any physical modifications-to the pier'.and will be limited to the pier
only.
