Subject: Authorization to execute an agreement with the Kiwanis Club of Santa Monica
to accept a $50,000 donation for play equipment at Ozone Park
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to accept a donation in the amount of $50,000 from
the Kiwanis Club of Santa Monica for the purchase of playground equipment for
Ozone Park.
2. Authorize budget changes as outlined in the Financial Impacts & Budget Actions
section of this report.
Executive Summary
The Kiwanis Club of Santa Monica has offered a $50,000 donation to be used
exclusively for the purchase of new play equipment for the older children's playground
at Ozone Park, located at 720 Ozone Street. The new feature would replace a slide that
staff plans to remove as part of a Capital Improvement Program (CIP) project that would
enhance safety at the park.
Discussion
The FY 2014 -16 Capital Improvement Program budget adopted by Council on June 24,
2014 (Attachment B) provided $122,000 for various safety enhancements to Ozone
Park, including: installation of a new fence along the southern boundary of the park;
replacement of the wood chip ground covering and rubber safety surfacing at both
playgrounds; and removal of a slide at the older children's playground.
Due to limited funding, staff did not expect to replace the slide with a comparable piece
of equipment. The Kiwanis Club of Santa Monica has offered a donation of $50,000
(see Attachment A) to be used exclusively for the purchase of a new play feature for
Ozone Park. City staff and landscape architect, Katherine Spitz Associates Inc. worked

closely with the Borderline Neighborhood Group and Kiwanis Club of Santa Monica to
select the play feature.
Commission Action
The Recreation and Parks Commission discussed the Kiwanis Club of Santa Monica's
proposed $50,000 donation for the purchase of play equipment for Ozone Park at their
meeting on March 19, 2015. The Commission adopted a motion recommending that
Council accept this donation with the hope that it will be the start of many future
public /private and community -based collaborations.
Financial Impacts and Budget Actions
A donation in the amount of $50,000 from the Kiwanis Club of Santa Monica requires
the following FY 2014 -15 budget changes:
1. Establish a revenue budget at account 04501.409270 in the amount of $50,000.
2. Appropriate the following expenditures to reflect receipt of the Kiwanis Club of
Santa Monica donation: $50,000 at account C049093.589000.

The Kiwanis Charities of Santa Monica Inc. Board of Directors has approved a contribution to
help the youth of Santa Monica. As part of the Kiwanis Clubs 100`x' Anniversary we believe all
children deserve to play in a safe environment where they can learn, grow, socialize and
develop friendships. For the past 91 years Kiwanis men and women in Santa Monica have been
dedicated to serving the children of our community.
We are proud to offer a $50,000 contribution to be used for the renovation of the East children's
playground at Santa Monica's Ozone Park. It is our understanding that this renovation will be
complete in 2015 and that suitable signage acknowledging the contribution of our charity will
be provided. Our hope is that the City Of Santa Monica will accept our offer and that the youth
of the Borderline Neighborhood will benefit from this new playground for decades to come.
It is our understanding that a formal acceptance of this gift must occur with approval via the
Recreation and Parks Commission and the City Council in the coming months. An official
agreement will be concluded in the near future and must be formalized between City staff and
representatives of the Kiwanis Charities.
