SR-04-14-2015-3CCity Council Meeting: April 14, 2015 Agenda Item: 3 °C- To: Mayor and City Council From: Susan Cline, Interim Director of Public Works Subject: Authorize Additional Funds for the Michigan Avenue Traffic Circles Construction Project Recommended Action Staff recommends that the City Council authorize budget changes as outlined in the Financial Impacts and Budget Actions section of this report to cover the City's $20,000 cost for water meter fees and additional public outreach associated with the Michigan Avenue Traffic Circles Project. Executive Summary The Michigan Avenue Traffic Circles Project (Project) consists of installing four traffic circles and related street and intersection improvements along Michigan Avenue. The Project is currently being constructed by El Camino Construction & Engineering (Contractor) and is funded by Community Development Block Grant (CDBG) funds. An additional $20,000 of CDBG funds are needed to cover the City's costs for water meter fees and additional public outreach. Background On February 11, 2014, Council approved the conceptual design of the Michigan Avenue Neighborhood Greenway (MANGo) and directed staff to pursue a phased implementation of the project. The Michigan Avenue Traffic Circles Project is the first phase of MANGo. The Project consists of new traffic circles and dual curb ramps to be installed at intersections along Michigan Avenue at 9" Street, 10th Street, 12th Street, and Euclid Street. The new traffic circles would be 20 feet in diameter and include water - efficient landscaping and irrigation. On January 27, 2015, Council awarded Bid #SP2348 to El Camino Construction & Engineering Corporation in an amount not to exceed $357,148 for the construction of the Project. The contract is funded with CDBG funds. 1 Discussion The four traffic circles being installed as a part of this project include landscaping and irrigation. The irrigation system requires the installation of four water meters (one at each traffic circle) at a cost of approximately $16,700 ($4,171 per meter including Water Capital Facility fees). The cost for water meter installation is not included in the Contractor's scope. It is the City's responsibility to cover water meter fees. The Project also requires extensive public outreach which is incurring significant costs for the printing and mailing of fliers and notifications at a cost of approximately $3,300. Staff has determined that the cost for the installation of four water meters and public outreach is $20,000. Staff has identified $20,000 in CDBG funds that can be used to cover these costs but would require Council authorization to use them. Financial Impacts & Budget Actions Funds in the amount of $20,000 are available in the CDBG fund balance. This would require the following FY 2014 -15 budget changes: 1. Increase revenue budget at account 19262.400940 in the amount of $20,000. 2. Appropriate $20,000 Capital Improvement Program account 0197045.589000.
