Although I am not by any means an environmental scientist, I was motivated to serve on this committee because of my longstanding interest in environmental policy, particularly water supply issues. It has been a pleasure to work with so many dedicated and knowledgeable people, and I have learned by listening. However, I have been unable to determine the practical value of our meetings. It has long been a source of frustration to me that the collective wisdom and experience of our committee on environmental matters is not utilized at all, even in an advisory capacity. Instead, the entire scope of our duties seems confined to looking at Rick's budget summaries and acknowledging that they seem to be competently and ethically prepared. Indeed, if there were problems with the budgeting of Measure V fiords - and I am not suggesting that there are - I question whether I or anyone on the committee has the expertise in auditing financials, or the necessary access to the budget details, to recognize and identify those problems. I am not planning to attend the meeting this evening, but if my absence would prevent a quorum, please let me know and I will attend tonight and ask that my resignation be effective after the meeting.
