SR-02-10-2015-3ECity Council Meeting: February 10, 2015 Agenda Item: '- To: Mayor and City Council From: Susan Cline, Interim Director of Public Works Subject: Construction Contract Change Order for the Airport Administration Building Elevator Modernization Project Recommended Action Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a first change order to Contract #9893 (CCS) in the amount of $35,000 (includes a 10% contingency) with Fast -Track Construction Corporation, a California -based company, to provide additional construction services for the Airport Administration Building Elevator Modernization Project. This would result in an amended contract with a new total amount not to exceed $441,780. 2. Authorize the Director of Public Works to issue any necessary change orders to complete the work within budget authority. Executive Summary On April 22 2014, Council authorized a contract with Fast -Track Construction Corporation in the amount of $406,780 for the construction of the Airport Administration Building Elevator Modernization Project. Staff recommends a first contract change order for additional construction services in the amount of $35,000 to Contract #9893 (CCS) with Fast -Track Construction Corporation for a new contract total in an amount not to exceed $441,780. The project would be completed in spring 2015. Background On April 22 ?_014, Council authorized a contract with Fast -Track Construction Corporation in the amount of $406,780 for the construction of the Airport Administration Building Elevator Modernization Project to replace, upgrade and modernize the Airport Administration building's elevator and bring the unit into compliance with the Americans with Disabilities Act (ADA). 1 Discussion The Airport Administration Building Elevator Modernization Project began construction in June 2014. The existing elevator was taken out of service in October and demolition immediately followed. During the demolition, a number of unforeseen conditions were encountered that required repair including: unmarked and unknown buried power and data conduits damaged during excavation, extensive water damage to the existing drywall inside the elevator shaft that had not previously been detected and other issues that had cost impacts. In addition to these unforeseen conditions, new scope was added to the project. During the permitting process, a requirement for a new trash enclosure for the building was added that had not been included in the original construction contract. The City also elected to upgrade the existing fluorescent tube lighting in the elevator shaft to highly efficient LED fixtures and upgrade the interior elevator cab finishes to longer lasting and more durable stainless steel. These unforeseen conditions and scope changes require additional funding and time. Staff recommends a change order in the amount of $35,000 to minimize further delays and accommodate the additional work authorized to date, as well as any future unforeseen conditions and scope changes. There is an anticipated two month schedule impact due to the cumulative effect of all the issues associated with these change orders. Construction Schedule Construction is currently 65% complete and the project is anticipated to be completed in spring 2015. F Financial Impacts & Budget Actions The contract change order amount to be awarded to Fast -Track Construction Corporation is $35,000 (includes a 10% contingency) for an amended contract total not to exceed $441,780. Funds are available in the FY 2014 -15 Capital Improvement Program budget in account 0336033.589000 (Airport Buildings Rehabilitation).
