A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO APPLY
FOR GRANT FUNDS FOR THE ENHANCED MOBILITY OF SENIORS AND
INDIVIDUALS WITH DISABILITIES PROGRAM UNDER THE FEDERAL TRANSIT
ADMINISTRATION'S SECTION 5310 PROGRAM, AND TO NEGOTIATE AND TO
ENTER INTO A GRANT AGREEMENT WITH THE LOS ANGELES COUNTY
METROPOLITAN TRANSPORTATION AUTHORITY AND ANY AMENDMENTS
THERETO.
WHEREAS, the United States Congress Enacted the Moving Ahead for Progress
in the 21St Century Act (MAP -21) which repealed and merged the former New Freedom
Program with the Enhanced Mobility of Seniors and Individuals with Disabilities Program
or the Section 5310 Program pursuant to 49 U.S.C. 5310 et. seq. ( "Section 5310
Program ") to fund other capital and operating expenses that provide alternatives to
public transportation and which exceed the requirements of the Americans with
Disabilities Act ( "ADA "), in order to assist seniors and individuals with disabilities; and
WHEREAS, the Los Angeles County Metropolitan Transportation Authority
( "LACMTA ") is the Designated Recipient for Section 5310 Program funds, and is
responsible for the planning, programming, distribution and management of these
funds; and
WHEREAS, as part of these responsibilities, LACMTA is conducting the FY2015
Solicitation for Proposals and making available about $1.7 million in Section 5310
Program funds for costs related to other capital and operating projects through calendar
year 2018; and
WHEREAS, the LACMTA has established the procedures and criteria for
reviewing grant proposals and is required to submit to the FTA a list of recommended
projects from which the grant recipients will be selected; and
WHEREAS, transportation, including door through door attended ride services,
was identified as a priority both in the Evaluation of Services for Older Adults in Santa
Monica 2008 report and in the LACMTA's Coordinated Public Transit -Human Services
Transportation Plan for Los Angeles County; and
WHEREAS, as a public transportation alternative beyond those required by the
ADA, door through door attended ride services are an eligible activity under the Section
5310 Program; and
WHEREAS, in 2012 the City submitted a successful application for New
Freedom funds and entered into a Memorandum of Understanding with LACMTA to
provide door through door attended ride services to help meet identified transportation
needs of Santa Monica residents who have a disability, a large proportion of whom are
seniors aged 65 and older, and implemented such services beginning in February 2014;
and

WHEREAS, the City seeks to apply for and receive an allocation of up to
$280,000 in grant funds through the Federal Transit Administration's (FTA) Section
5310 Program, administered through the Los Angeles County Metropolitan
Transportation Authority ( LACMTA), to extend the door through door attended ride
services for an additional period of eighteen months; and
WHEREAS, the City has identified up to $70,000 in local funds to meet the local
match requirement for the Section 5310 Program.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica authorizes the City
Manager to submit an application to LACMTA for grant funds in an amount up to
$280,000 for the Enhanced Mobility of Seniors and Individuals with Disabilities Program
under the Section 5310 Program, and to negotiate and execute the agreement, grant
renewals, amendments, and any and all other documents required by the LACMTA or
the FTA for participation in the Section 5310 Program.
SECTION 2. If the application for funding is approved, the City agrees to use the
Section 5310 Program funds for eligible activities in the manner presented in the
application as approved by the LACMTA and the FTA, and in accordance with program
guidelines and applicable Federal regulations.

SECTION 3. If the application for funding is approved, the required 25% local
match, or $70,000, would be funded by existing budgets of Proposition A and City
general funds for program oversight and grant administration.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
