Subject: Award Construction Contract for the Michigan Avenue Traffic Circles

Recommended Action
Staff recommends that the City Council:
1. Award Bid #SP2348 for the Michigan Avenue Traffic Circles Project to El Camino
Construction & Engineering Corporation, a California -based company, in an
amount not to exceed $357,148 (includes 10% contingency).
2. Authorize the City Manager to negotiate and execute a contract with El Camino
Construction & Engineering Corporation, a California -based company, in an
amount not to exceed $357,148 (includes a 10% contingency) for the
construction of the Michigan Avenue Traffic Circles Project.
3. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
4. Authorize the budget increases as outlined in the Financial Impacts and Budget
Actions section of this report.
Executive Summary
The Michigan Avenue Traffic Circles Project (Project) consists of the installation of four
traffic circles and related street and intersection improvements along Michigan Avenue.
The traffic circles would be installed at the Michigan Avenue intersections at 9th Street,
10th Street, 12th Street, and Euclid Street. These improvements are part of an overall
concept plan completed by the Planning and Community Development Department
entitled the Michigan Avenue Neighborhood Greenway (MANGO). MANGo is a
visioning effort for the creation of a safe, inviting, and tranquil neighborhood greenway
through the Pico Neighborhood.
On December 30, 2014, four bids were received for the Project. Staff recommends
executing a construction contract with El Camino Construction & Engineering
Corporation in an amount not to exceed $357,148 for the construction of the Project.

Background
On February 11 2014, Council approved the conceptual design of MANGo and directed
staff to pursue a phased implementation of this project. MANGo will enhance Michigan
Avenue and connecting streets on the eastern and western ends to realize a multi-
modal corridor in the Pico Neighborhood that would provide a safe and comfortable
place for neighbors of all ages to walk, bike, recreate, and interact with one another.
MANGo is the result of a strong collaboration with community members and community
organizations, with input from four community meetings, and comments from various
boards and commissions. The recommended concept of MANGo includes pedestrian
lighting, landscaping, improved crosswalks, roadway striping, and traffic calming as well
as signage and way- finding to identify the corridor and neighborhood destinations, mini -
parks, and green walls. MANGO was directed to be implemented in phases as funding
becomes available.
Staff identified Community Development Block Grant (CDBG) funds as an available
source of funding to implement a portion of the concept design (this Project). Funds
were approved in the City's 2014 -16 Capital Improvement Program Budget. Ninety
percent of the fiscal year 2014 -15 CDBG funds allocated for all CDBG projects must be
expended by April 30, 2015. Staff has sought to expedite the design, bidding, and
construction of this project. In the summer of 2014, staff posted a Request for
Proposals for design services on the City's online bidding site and selected Civil Source
to lead the design and production of construction documents for a contract amount of
$51,949. Construction documents were completed in early December of 2014.
Discussion
This Project consists of new traffic circles and dual curb ramps to be installed at the
intersections of Michigan Avenue and 9th Street, 10th Street, 12th Street, and Euclid
Street. The new traffic circles would be 20 feet in diameter and consist of water - efficient
landscaping and irrigation.

The traffic circles would also be surrounded by decorative pavers. The corners of each
of these four intersections would be reconstructed to include dual curb ramps (instead
of one as exists in the current condition) and matching decorative pavers at the curb
ramps. Corresponding signage and striping would be added at each intersection. In
addition, bike sharrows and signage would be added along the entire Michigan Avenue
corridor as defined by MANGo (Figures 1 and 2).

Contractor Selection
On December 5, 2014, the City published Bid #SP2348 for the Michigan Avenue Traffic
Circles Project. The bid was posted on the City's online bidding site in accordance with
City Charter and Municipal Code provisions. The City Clerk's office received four
sealed bids, which were publicly opened by the Deputy City Clerk on December 30,
2014. Bid results are as follows:

Bids were evaluated on price, understanding of the project's scope, direct experience
with similar projects, approach to the work, technical competence, qualifications of the
proposed staff, and the ability to meet the project schedule. Staff contacted reference
agencies listed by the contractor to ascertain past performance on similar projects,
including Bus Stops and Sidewalk Improvements for Long Beach Transit, Structural and
Site Concrete for Section 3 Apartment Buildings for Curtom- Dunsmuir, and Helen Keller
Public Park Improvements for Soltek Pacific. Staff verified with the Contractors State
License Board that El Camino Construction & Engineering Corporation's license is
current, active, and in good standing. Based on these criteria, staff recommends El
Camino Construction & Engineering Corporation as the best bidder for the construction
of the Michigan Avenue Traffic Circles Project for a total amount not to exceed
$357,148 (including a 10% contingency).
Construction Schedule
Construction for this project would begin in late February 2015 and be completed by
April 30, 2015.

Financial Impacts & Budget Actions
The contract to be awarded to El Camino Construction & Engineering Corporation is for
an amount not to exceed $357,148 (including a 10% contingency). The Project will
utilize CDBG funds. Funds in the amount of $307,593 are available in the FY 2014 -15
Capital Improvement Program budget account 0197045.589000, Michigan Avenue
Neighborhood Greenway.
Award of the contract to El Camino Construction & Engineering Corporation requires an
additional appropriation of $49,555 to account C197045.589000 from the available
CDBG fund balance.
