Subject: Furnish and Deliver two Cutaway Para - Transit Buses
Recommended Action
Staff recommends that the City Council authorize the Purchasing Services Manager to
issue a purchase order with Creative Bus Sales, a California -based company, for the
purchase of two Compressed Natural Gas (CNG)- powered transit cutaway buses. This
is a sole source purchase utilizing the Morongo Basin Transportation Authority
(MBTA) /CalAct cooperative bid #11 -03 in an amount not to exceed $187,666.
Executive Summary
Staff recommends award of purchase order to Creative Bus Sales to furnish and deliver
two CNG- powered, Starcraft Allstar 25 -foot cut -away paratransit buses in the amount
not to exceed $187,666. The two new CNG- powered paratransit buses would replace
two gasoline powered 25 -foot cutaway buses that have reached their useful seven -year
life cycle. These vehicles are utilized for the City's Dial -A -Ride program.
Discussion
BBB currently operates two medium duty gasoline - powered cutaway buses for
paratransit services. The two buses have reached their useful life cycle of seven years
and are no longer cost effective to operate. The purchase of the two CNG - powered
cutaway buses would ensure that paratransit services continue to operate in an efficient
and effective manner. In addition, the purchase of the CNG - powered vehicles would
reduce harmful emission pollutants and provide increased comfort to passengers.
On October 2, 2014, staff reached out to the Morongo Basin Transit Authority (MBTA)
and the California Association for Coordinated Transportation (CalAct), a California
Cooperative established for development of a local government purchasing schedule for
accessible transit/paratransit vehicles. A replacement vehicle of the same make and
model was available through the cooperative bid and that the bidding process

conformed to the City's purchasing guidelines. Concurrently, MBTA/CalAct agreed to
release two cutaway buses from the cooperative bid.
Based on availability, procurement conformance to the Municipal Code Section
2.24.080(b), and fair and reasonable pricing, staff recommends purchasing the two
cutaway buses through the MBTA /CalAct cooperative purchasing schedule.
Vendor Selection
In September 2011, MBTA/CalAct published Notices Inviting Bids to provide paratransit
vehicles as required in accordance with MBTA/CalAct RFP #11 -03 specifications. The
bid was published online on the CalAct and California Transit Association (CTA)
websites, Transit Intelligence newsletter nationally and the Hi Desert Star in print. City
staff reviewed the MBTA /CalAct advertisement of RFP #11 -03 and found that it was in
accordance with the City Charter and Municipal Code provisions. Three bids were
received by MBTA/CalAct and publicly opened on December 14, 2011.
On March 6, 2012, MBTA issued a Notice of Intent to Award Contract to Creative Bus
Sales, AZ Bus Sales /Buswest and Golden Gate Truck Centers for the line items bid.
The MBTA /CalAct cooperative bid #11 -03 expires on March 15, 2015.
MBTA analyzed the three proposals and found that all three bidders were technically
responsive and that all three had the ability to perform contracts awarded. In addition, a
price analysis and bid tabulation were conducted to verify that the price of the vehicles
was fair and reasonable. Prices were compared to previous CalAct bids, State
Department of General Services (DGS) bids and other State Department of
Transportation pricing. BBB and Procurement staff evaluated the bidding process and
the bid responses from the MBTA/CalAct Cooperative bid #11 -03. Based on available
equipment options, vehicle similarities to BBB's current cutaway bus, and pricing, staff
recommends award to Creative Bus Sales.
Financial Impacts & Budget Actions
The purchase order to be awarded to Creative Bus Sales is for an amount not to exceed
$187,666. Funds are available in the FY 2014 -15 Capital Improvement Program budget
in account C410877.589000.
