SR-01-27-2015-3CCity Council Meeting: January 27, 2015 Agenda Item: 3C- To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Professional Services Agreement for the Big Blue Bus Fuel and Wash Upgrade Project Recommended Action Staff recommends that the City Council: 1. Award Request for Proposals (RFP) #SP2371 to RNL Interplan, Inc, a California - based company, to provide design services for the Big Blue Bus (BBB) Fuel and Wash Upgrade Project. 2. Authorize the City Manager to negotiate and execute a professional services agreement with RNL Interplan, Inc. in an amount not to exceed $117,282 (includes a 10% contingency) to provide design services for the BBB Fuel and Wash Upgrade Project. 3. Authorize the Director of Public Works to issue any necessary modifications to complete additional work within budget authority. Executive Summary This agreement would provide design services to modernize the Big Blue Bus fuel and wash building by replacing the existing bus wash apparatus and upgrading finishes and lighting in the building. In October 2014, the City published a RFP for design services for the BBB fuel and wash building upgrades. After reviewing the proposal received, staff recommends RNL Interplan, Inc. to provide design services for the BBB Fuel and Wash Upgrade project in an amount not to exceed $117,282. Discussion The existing BBB fuel and wash apparatus was installed in 2005. The facility is open seven days a week and services approximately 165 buses a night. The wash apparatus has reached the end of its expected service life. This project would modernize the fuel and wash building by replacing the existing bus wash apparatus including all brushes, motors, mechanisms, rollers, pumps, holding tanks and filters. The design criteria of the 1 retrofit would emphasize durability as well as energy and water efficiency. Additionally, light fixtures would be upgraded to reduce energy costs and finishes would be replaced in the men's and women's restrooms, break room, money counting room and supervisor's office. Consultant Selection: On October 8, 2014, the City published a RFP for design services for the BBB fuel and wash building upgrades. The RFP was posted on the City's online bidding website and notices were advertised in the Santa Monica Daily Press in accordance with the City Charter and Municipal Code provisions. A total of 52 prospective firms downloaded the RFP and five firms attended a non - mandatory pre - proposal job walk. Two proposals were received from La Canada Design Group and RNL Interplan, Inc., and publicly opened on November 12, 2014. City staff from Public Works and the Big Blue Bus evaluated proposals based on criteria listed in the RFP including price, experience, qualifications and references. Staff selected RNL Interplan, Inc. as the best qualified firm. RNL Interplan, Inc. has broad experience in similar projects including design of the Norwalk Transportation & Public Services Facility (Norwalk, CA) and design of the Chula Vista Corporate Yard (Chula Vista, CA). Additionally, RNL Interplan, Inc. offers specific expertise relevant to this project due to their experience designing the BBB Maintenance Yard Master Plan and original Fuel and Wash Facility. RNL Interplan's price is competitive. Based on these criteria, staff recommends RNL Interplan, Inc. to provide design services for the BBB fuel and wash building upgrade project at a cost not to exceed $117,282. 4 Financial Impacts & Budget Actions The agreement to be awarded to RNL Interplan, Inc. is for an amount not to exceed $117,282 (includes a 10% contingency). Funds in the amount of $117,282 are available in FY 2014 -15 Capital Improvement Program budget in account 0410826.589000 (Facility Upgrades and Renovation).
