A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AUTHORIZING
SUBMITTAL OF FIVE GRANT APPLICATIONS
TO THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION
AUTHORITY 2015 CALL FOR PROJECTS AND AUTHORIZING ALL ACTIONS
NECESSARY TO IMPLEMENT SUCH GRANTS, IF AWARDED
WHEREAS, the City of Santa Monica is an eligible public entity to apply for the
Los Angeles County Metropolitan Transportation Authority 2015 Call for Projects; and
WHEREAS, the City of Santa Monica has identified the following high -
priority projects that are eligible to compete for grant funds in the 2015 Call for
Projects (collectively, "the Grant Projects "):
1. Connections to Bergamot Expo Light Rail Station

Project Description:
This project would design and construct the intersection
of Stewart, Nebraska and Olympic to include a widened
crosswalk for pedestrians and cyclists with clear driver
visibility, and a signalized pedestrian crossing from the
east platform exit from the Expo Station across Olympic
Blvd. It would also construct protected bike lanes in
both directions on Stewart from Olympic Blvd. to
Colorado Avenue to connect to the regional bike path
and the Expo Station.

Proposed Funding Year: FY 2016 -17
Project Description: This project would install pedestrian lighting on the west
side of 17th St. between Wilshire Boulevard and Pico
Boulevard (except on the 1 -10 bridge) and up to 18 curb
extensions at nine intersections for access and safety.
3. Santa Monica Localized Travel Assistance
Modal Application: Transportation Demand Management
Project Total: $450,000
Grant Amount Requested: $360,000
Local Match Obligation: $90,000

Proposed Funding Year: FY 2016 -17
Project Description: This project would fund targeted multi -modal travel
planning assistance and incentives designed to reduce
the need for single occupant vehicle (SOV) travel to and
from Santa Monica. Trained travel advisors would
provide in- person travel planning support at the Expo
stations during peak periods and provide trial subsidies
through targeted outreach events for groups that are
currently not regulated by the City's trip reduction
ordinance (i.e. residents, seniors, tourists, and
shoppers). Travel advisors would be trained on the
myriad of new transportation options available in Santa
Monica, including the growing variety of first and last mile
connections, and would utilize the City's grant- funded
web platforms, wayfinding, and kiosks that will be
available to support multi -modal trip planning.
4. Beach Bike Path Connection to Santa Monica Pier

Project Description: This project would fund design and construction of a
Beach Bike Path connection to the Santa Monica Pier.
This would allow for continuity of bicycle traffic from the

improve regional bicycle access to the Downtown Expo
Station. Connectivity between the Beach Bike Path and
the Downtown station is currently disjointed.

FY 2016 -17
This project would replace twenty -five (25) 40 -foot LNG
buses, purchased in 2004 and expected to exceed their
useful life in 2016 with new CNG buses. Staff has
recommended that an additional $136,786 of Big Blue
Bus's Prop 1 B capital funds be added to the required
$2,735,715 cash match, for a total match of
$2,872,501. This overmatch will score more award points
during MTA's evaluation process and offer a more
competitive application.
WHEREAS, the five applications for 2015 Call for Projects seeks grant funds in
the total maximum amount of $17,022,074 with funding available in FY 2020 -21 or
earlier depending on MTA funding availability; and

WHEREAS, any awarded grants and the respective local match obligations,
totaling a maximum of $4,426,501 from various funding sources, would be included in
the City's future fiscal year budgets.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Manager or his or her designee is hereby authorized to
submit five applications for the Grant Projects, seeking grant funds in the total maximum
amount of $17,022,074 from the Los Angeles County Metropolitan Transportation
Authority (MTA) 2015 Call for Projects.
SECTION 2. The City Manager or his or her designee is hereby authorized to
take all actions necessary to apply for and accept the grant funds, if awarded, including
the commitment to expend local match obligations in the total maximum amount of
$4,426,501, and to include such grant funds and local match obligations in the City's
future fiscal year budgets.
SECTION 3, The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
