A regular meeting of the Santa Monica City Council was called to order by Mayor Pro Tem
Shriver at 5:57 p.m., on Tuesday, March 14, 2006, at City Council Chambers, 1685 Main Street.

CONVENE/PLEDGE On order of the Mayor Pro Tem, the City Council convened at 5:57 p.m_,
with Councilmembers Genser and Katz, and Mayor Holbrook absent.
Councilmember O'Connor led the assemblage in the Pledge of Allegiance.
CONSENT CALENDAR: All items were considered and approved in one motion unless removed by a
Councilmember for discussion.
Members of the public Joey Fullmer and Joe Natoli commented on various
Consent Calendar Items.
At the request of Mayor Pro Tem Shriver, Items 1 -F was removed from the
Consent Calendar because it requires five vote, and 1 -H was removed
because Mayor Pro Tem Shriver had a conflict of interest with the matter.
Motion by Councilmember O'Connor seconded by Councilmember Bloom,
to approve all items on the Consent Calendar as presented except Items 1 -F
and 1 -H, reading resolutions and ordinances by title only and waiving further
reading thereof. The motion was approved by the following vote:

MINUTES 1 -A: The minutes of the February 14, 2006, City Council meeting, were
approved as submitted.
BIKE/PEDESTRIAN 1 -B: Exposition Corridor Bike and Pedestrian Path - recommendation
PATH - EXPOSITION to authorize the City Manager to negotiate and execute Contract No. 8566
CORRIDOR (CCS) with Crain & Associates, in the amount of $558,000, for design, bid
preparation and construction monitoring of the project, was approved.
MOUNTAIN VIEW 1 -C: Mountain View Mobile Home Management Services -
MOBILE HOMES recommendation to authorize the City Manager to negotiate and execute an
amendment to Contract No. 8567 (CCS) with Castle Breckenridge
Management, in the amount of $42,000, for continued property management
services, was approved.
OFFICER RICARDO 1 -D: Memorial sign in memory of Officer Ricardo A. Crocker -
CROCKER MEMORIAL recommendation to authorize the City Manager to request that California
State Senator Kuehl carry legislation to post a memorial sign along the
Santa Monica Freeway or Pacific Coast Highway in,memory of Police
Officer Ricardo A. Crocker, was approved.
WITHDRAWN ITEM 1 -E: Staff report withdrawn at request of staff.
415 PACIFIC COAST 1 -F: Grant funds to support reuse of 415 Pacific Coast Highway -
HIGHWAY recommendation to authorize the City Manager to submit all necessary
information, and to negotiate and execute Contract No. 8568 (CCS) and all
documents related to the acceptance of grant funds from the U.S.
Department of Housing and Urban Development, for the reuse of 415
Pacific Coast Highway; and approve proposed appropriation of funds, was
approved.
PIER CAROUSEL 1 -G: Management for operation of Santa Monica Pier Carousel -
recommendation to authorize the City Manager to negotiate and execute
Contract No. 8569 (CCS) with Roth Management, for an annual fee of
$88,500 plus reimbursement of staff salaries and maintenance, for operation
and routine maintenance of the Pier Carousel, was approved.

MOTOROLA 1 -11: Use of grant funds for purchase of mobile computers from
COMPUTERS Motorola - recommendation to waive competitive bidding, appropriate
proposed uses for State COPS funding of $270,405, and the purchase of 25
mobile computers on a sole source basis from Motorola, Inc.
On order of the Mayor Pro Tem, this matter was continued to March 28,
2006.

STUDY SESSION: 3 -A: Study Session on Solid Waste Rate Structure and options for
Solid Waste Operations, was presented.
Member of the public Joey Fullmer commented on various aspects of the
presentation.

SPECIAL ITEMS: 4 -A: Proclamation declaring March 2006 Mayors for Meads Month in
the City of Santa Monica, was issued by Mayor Pro Tern Sbriver.
ORDINANCES: 7 -A: Second reading and adoption of Ordinance No. 2178 (CCS)
BUSINESS EMPLOYEE entitled: "AN ORDINANCE OF THE CITY OF SANTA MONICA
PARKING PERMITS ADDING CHAPTER 3.10 TO THE MUNICIPAL CODE TO
AUTHORIZE THE ISSUANCE OF PREFERENTIAL PARKING
PERMITS FOR CERTAIN SPECIFIED BUSINESSES," was presented.
Motion by Councilmember McKeown, seconded by Councilmember Katz .
to adopt ordinance, reading by title only, and waiving further reading
thereof. The motion was approved by the following vote:

STAFF ITEMS: 8 -A: Redesign of police patrol vehicles - recommendation to approve a
REDESIGN OF POLICE new design for police patrol vehicles incorporating the City logo and a
VEHICLES "black and white" color scheme, was presented.
Members of the public Terry D. Manpearl and Todd Flora spoke in
opposition to the proposal. Members of the public Jerry Rubin and Pro Se
expressed their views and concerns.

Motion by Councilmember O'Connor, seconded by Councilmember Katz, to
approve the proposed design, amended to change the color of the side
letters ( "Santa Monica" and "Police") on the side to blue. The motion was
approved by the following vote:
AYES: Councilmembers O'Connor, Katz, Bloom, Mayor Pro Tern
Shriver
NOES: Councilmember McKeown
ABSENT: Councilmember Genser, Mayor Holbrook
COMMUNITY ENERGY 8 -B: Community Energy Independence Initiative - recommendation to
INDEPENDENCE approve in concept a Community Energy Independence Initiative and
INITIATIVE authorize implementation of a two -year demonstration project, was
presented.
Members of the public Joey Fullmer, Harvey Eder, Woodrow Clark, and
Mark Olson spoke in support of the proposal.
Motion by Councilmember McKeown, seconded by Councilmember Bloom,
to approve staff recommendation, amended to include direction to staff to
consider a wind turbine concept on the Pier, as suggested by a member of
the public. The motion was approved by the following vote:
AYES: Councilmembers Bloom, McKeown, O'Connor, Mayor Pro
Tem Shriver
NOES: Councilmember Katz
ABSENT: Councilmember Genser, Mayor Holbrook
COUNCIL ITEMS: 13 -A: Appointment to one annual vacancy on the Pier Restoration
APPOINTMENT Corporation for a term ending November 10, 2009.
On order of the Mayor Pro Tem, this matter was continued to March 28,
2006.
GANG VIOLENCE 13 -B: Request from Councilmember Bloom that the City Council
receive an update from the City Manager and the Chief of Police
regarding city response to the homicide that took the life of Santa
Monica resident and Santa Monica High School student Eduardo
"Eddie" Lopez; and, that the City Council receive information from
staff regarding REGIONAL efforts to prevent gang violence and
apprehend gang violence suspects, including inter- agency cooperation,
was presented.

Members of the public Joe Natoli, Jerry Rubin, Ana Maria Jara and Lorr,
Sanchez commented on aspects of the presentation and expressed their
views and concerns.
On order of the Mayor Pro Tem, the information was received and filed.
PUBLIC INPUT: Member of the public Art Casillas commented on local issues and expressed
his views.
ADJOURNMENT:
On order of the Mayor Pro Tem, the City Council meeting was adjourned at
10:45 p.m., in memory of 15- year -old scholar and athlete Eduardo "Eddie"
Lopez, and in memory of John Zender.
