Subject: Professional Services Agreement for Corporation Yards Parking Study
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a professional services
agreement with International Parking Design, Inc., a California -based company,
to prepare a parking study for the City Corporation Yards ( "City Yards ") in an
amount not to exceed $95,000.
2. Appropriate the budget as outlined in the Financial Impacts and Budget Actions
section of this report.
Executive Summary
A comprehensive parking and financial feasibility study is necessary to evaluate and
develop recommendations for the construction and operation of a parking structure as
identified in the City Yards Master Plan (Master Plan). Following a request for
proposals process, staff recommends entering into a professional services contract with
International Parking Design (IPD), in an amount not to exceed $95,000, for a one -year
term with an additional one -year extension that does not change the authorized contract
amount.
Background
The City Yards located at 2500 Michigan Avenue, near the intersection of 24th Street
and Michigan Avenue, has been used as a headquarters for the City's municipal
services field operations since the 1940's. Today, the City Yards contains approximately
twice the operational functions and employees as it was originally designed to
accommodate. Parking needs for the City's fleet vehicles, staff, and operational uses
have also increased proportionately over time. To address the physical reorganization,
renovation and rehabilitation needs of the City Yards, staff initiated the preparation of a
Master Plan for the City Yards in 1996. The preparation of the Master Plan has

undergone an extensive iterative process of studies and updates to address evolving
changes to regulatory requirements, user needs and expanded environmental and
geotechnical analysis. In January 2015, Council will be presented with the completed
Master Plan which contemplates the construction a new multi -level parking structure to
meet the parking needs at the City Yards.
Discussion
The Master Plan sets forth the incremental implementation and reorganization of
operations, facilities, and uses at the City Yards. In total, there are 16 phases of the
Master Plan ranging from Phase 1 a through Phase 6b. The construction of the parking
structure is planned to occur in Phase 3c. The purpose of the parking study and
financial analysis is to evaluate the financial operating model and financing options for
the construction and operation of the City Yards parking structure. An assessment of
the anticipated demand for parking from adjacent uses, such as Bergamot Station Arts
Center and the Expo Light Rail Bergamot Station, will also be completed in the parking
study. The findings from the proposed parking study and financial analysis will assist
City staff in formulating recommendations to Council concerning the construction of the
parking structure as set forth in the Master Plan.
Consultant Selection
On April 30, 2014, the City issued a request for proposals (RFP) seeking responses
from firms with the expertise and qualifications to prepare a comprehensive parking
demand study, cost analysis, and financing study evaluating various funding scenarios,
including public sector -only financing, public and private sector participation, and private
sector -only financing. The RFP was posted on the City's online bidding site, and
newspaper advertisements were placed in accordance with City Charter and Municipal
Code provisions. In addition, 350 vendors who specialize in parking and financial
services were notified with 33 vendors downloading the RFP. Three firms responded.
Responses to the RFP were reviewed and scored by an evaluation committee
comprised of staff from the Finance, Public Works, and the Housing and Economic
Development departments.

Evaluation was based on the following selection criteria: qualifications, experience,
study approach, work plan, cost, and references. Based upon these criteria, the
evaluation committee recommends International Parking Design, Inc. and its team of
sub - consultants comprised of Gibson Transportation Consulting, Inc., Michael R.
Kodama Planning Consultant, and Keyser Marston Associates as the best qualified firm
to provide the parking and financial studies. Each member of the team holds significant
expertise and experience in its respective fields. IPD is a leading expert in developing
parking solutions and designing parking with nearly 45 years of experience in public and
private projects across the nation and internationally. For example, Parking Structure 6
on Second Street in Santa Monica's downtown was designed by IPD. IPD proposes the
following services:
® survey of existing parking quantities and utilization,
® analysis of parking demand,
• study of shared use parking to determine the potential to maximize utilization of
existing and future parking inventory,
• analysis of the conceptual design and construction costs,
• study of parking fee strategies and financial analysis evaluating options to
construct, operate and finance the parking structure at the City Yards site.
The firms will collaborate on summarizing the benefits and tradeoffs associated with
their recommendations. Staff will return to Council in the future to discuss the findings
of the parking study and financial analysis and identify next steps with respect to
implementation of the City Yard's parking structure.

Financial Impacts & Budget Actions
The professional services agreement to be awarded to IPD is for an amount not to
exceed $95,000. Funds in the amount of $95,000 are available in the FY 2014 -15
budget in the following accounts:
