A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND ENTER INTO CALIFORNIA STATE WATER RESOURCES
CONTROL BOARD CLEAN BEACHES INITIATIVE GRANT
PROGRAM AGREEMENTS FOR THE SANTA MONICA CLEAN BEACHES
PROJECT, AND ANY AMENDMENTS THERETO
WHEREAS, on November 28, 2000, the City Council adopted Santa Monica
Municipal Code Chapter 7.10, Urban Runoff and Pollution, to among other things,
mitigate the number of beach closures in the State due to ocean pollution caused by
urban runoff; and
WHEREAS, the City of Santa Monica ( "City ") is committed to improving beach
water quality by reducing the entry of pollutants into the City storm drain system and to
reduce the amount of overall storm water and urban runoff discharged into Santa
Monica Bay; and
WHEREAS, the City recognizes that a sustainable and secure water future must
include the coordinated and conjunctive reuse of all locally available water resources
including traditionally non - potable sources such as recycled urban and stormwater
runoff; an
WHEREAS, the State of California has allocated considerable funding for grants;
including the Clean Beaches Initiative Grant Program (AB 411,Stats.1997,Ch.765),
which appropriated funds to establish a grant program designed specifically to promote
and support projects that will restore, and protect water quality and the environment of
coastal waters, estuaries, bays and near shore waters; and
WHEREAS, such grants provide much needed funding to carry out activities,
such as construction of sustainable storm water and urban runoff retention or diversion,
projects that will mitigate bacterial contamination on California public beaches.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica authorizes the City
Manager or his or her designee to prepare the necessary data, conduct investigations,
file such application and negotiate and execute any agreements and any amendments
thereto necessary to accept financial grant assistance from the California State Water
Resources Control Board for the City of Santa Monica Clean Beaches Project.
SECTION 2. The City Council of the City of Santa Monica authorizes the City to
fund the operation and maintenance of the Santa Monica Clean Beaches Project for a
period of 20 years after completion subject to budgetary appropriation.
SECTION 3. The City of Santa Monica has the capability to maintain project
equipment and to provide the matching amount of funding and /or in -kind contributions
required by the grant application and approved grant agreement.
SECTION 4. City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.

A RESOLUTION AUTHORIZING ENTERING INTO AN AGREEMENT WITH THE
STATE OF CALIFORNIA AND DESIGNATING A REPRESENTATIVE TO SIGN THE
AGREEMENT, AND ANY AMENDMENTS THERETO, FOR THE SANTA MONICA
CLEAN BEACHES PROJECT
Whereas, the Council authorized the City to enter into an Agreement with the State of
California;
Whereas, the Council authorized the City Manager, or designee, to sign the Agreement,
and any amendments thereto;
Whereas, the Council authorized the City to fund the operation and maintenance for the
Santa Monica Clean Beaches Project for a minimum period of 20 years after completion
subject to budget appropriation; and
Now, therefore, be it resolved, that the City Council of the City of Santa Monica adopted
attached Resolution No. 10857 (CCS) on January 27, 2015.

I, Sarah P. Gorman, City Clerk of the City of Santa Monica, do hereby certify that the
foregoing Resolution No.10857 (CCS) was duly and regularly adopted by the City
Council of the City of Santa Monica at the meeting thereof held on the 27th day of
January, 2015, motion by Councilmember. O'Connor and seconded by
Mayor Pro Tem Vazquez motion passed by the following roll call vote
