Remodeling Restroom Facilities for the Handicapped at the
Main Library -- Award of Contract
Introduction
This report requests the City Council to award a contract for the restroom
facilities remodeling at the Main Library to Joseph W. Eubanks, the lowest
responsible bidder, in the amount of $24,909, and to transfer additional
funds in the amount of $11,000.
Background
The Notice Inviting Bids was published on March 11 and March 12, 1980. Plans
and specifications were issued to twelve contractors. Bids were opened in
the Council Chambers after 3:00 p.m., Friday, April 4, 1980, and read publicly
by the Acting City Clerk.
Three bids were received as follows:
Joseph W. Eubanks ....................... $24,909
Miano Construction ...................... $29,464
General Development ..................... $29,617
City Engineer's Estimate ................ $13,535
In preparing the City Engineer's Estimate, it was hard to foresee what the
contractor may add for contingencies on a remodeling project. The estimate
was increased approximately 20% over normal costs.

Community Development Block Grant Funds (CDBG) in the amount of $16,000 were
allocated to remodel two restrooms at the Main Library to provide facilities
for handicapped users.
Additional funds in the amount of $11,000 are available in the CDBG contingency
account. The estimated funding is as follows:
Construction Contract .................. $ 24,909
Estimated Contingencies ................ 1,000
Estimated Engineering and Inspection ... 1,091
$ 27,000
Recommendation
It is recommended that the City Council:
1. Transfer $11,000 from the CDBG contingency funds to this project; and
2. Award the contract to Joseph W. Eubanks in the amount of $24,909, pending
approval by HUD.

Introduction
This report requests the City Council to award a contract for the restroom
facilities remodeling at the Main Library to the lowest responsible bidder.

CDBG funds have been allotted in the amount of $16,000 to remodel two rest-
rooms at the Main Library to provide accessibility to handicapped users.
The Notice Inviting Bids was published on March 11 and March 12, 1980.
Plans and specifications have been issued to seven contractors. Bids will
be opened in the Council Chambers after 3:00 p.m., Friday, April 4, 1980,
and read publicly by the City Clerk. The lowest responsible bidder will be
named in a supplemental report.

Recommendation
It is recommended that the City Council award the contract to the lowest

total amount of $16,000. Councilmember Reed moved to approve the staff
recommendation to award Contract No. C to Joseph IV, Eubanks in
the amount of $24,909 and appropriate $11,000 from Community Development
Block Grant funds. Second by Mayor Pro Tempore Yannatta Goldway.
Council Vote: Unanimously approved 7 -0
