Award of Contract
Introduction
This report recommends that the City Council award a Professional Services
contract for the Electrical and Mechanical design of modifications to the Santa
Monica Police Department Pistol Range ventilation system to Giampaolo and
Associates, Inc., in accordance with furnished rates not to exceed a cost of
$13,250.00.
Background
The Los Angeles County Health Services Department conducted atmospheric lead
exposure tests on the Santa Monica Police Department's Indoor Pistol Range in
January, 1979. The conclusion of this test was that the range ventilation
system was inadequate due to the fact that airborne lead concentrations exceeded
the County's recommended exposure levels. Subsequently, funds in the amount of
$80,000 were budgeted for Fiscal Year 1979 -80 to upgrade the range ventilation
system.
In the interim, the Police Department undertook to limit the exposure of the
Officers and Range Master to lead oxide fumes by reducing the time spent within
the Range per shift and are utilizing a nylon jacketed bullet, namely "Smith
and Wesson Nyclad." This type of bullet emits nearly 90 percent less lead and

lead compounds than conventional ammunition with an approximate increased cost
of only one cent per round.
Recent tests of the range by the County Health Department in March, 1980, using
all Nyclad ammunition, indicated that for the limited Officer and Range Master
schedule now in effect, lead exposure levels were below County requirements.
Furthermore, the range also passed the new stringent Cal OSHA lead standard
adopted in July, 1979.
However, problems remain with the range ventilation system. Exhaust
and supply air quantity and distribution do not comply with engineering
standards for indoor pistol ranges. Also, the location of existing exhaust
registers precludes down range "combat position" shooting necessary for proper
officer training.

These criteria can not be met with the present limited range use, and
extending use with the present ventilation system may result in violations
of health standards. The Police Department will continue to use nylon clad
ammunition, however this alone will not eliminate the possibility of
excessive lead exposure to personnel using the range.
Staff proposes upgrading the ventilation system to meet present health
standards for indoor pistol ranges. The design phase would be handled by
Giampaolo and Associates, Inc., designers of a number of upgradings in Los
Angeles and Orange Counties. In the opinion of staff, Giampaolo and
Associates is the company best qualified to handle this work because of

their extensive experience and record of successful designs meeting health
and safety standards for indoor pistol ranges. A proposed Professional
Services Agreement for the work is attached, "Exhibit A ".
Working Drawings and Specifications will be available for construction bidding
purposes by June 13, 1980, and award of contract could be made by July 22, 1980.
Total cost of the design and construction contracts is estimated between
$70,000 and $100,000. Funds in the amount of $80,000 are available for this
work under the Police Protection, Structures and Improvements Account
No. 01- 300 - 301 - 000 -920.
Recommendation
Staff recommends City Council award a contract for Professional Services to
Giampaolo and Associates, Inc. for the design of modifications to the
Police Pistol Range Ventilation System for a fee not to exceed the amount
of $13,250.00.
