Subject: Supplement to 6 -E6 -- Sewer Line Replacements -- Award of Contract
Introduction
This report recommends that the City Council award a contract for sewer replace-
ments to R. L. Sewers, Inc., the lowest responsible bidder in the amount of
$76,960.
Background
The locations of sewer line replacements are:
Chelsea Court from Wilshire Place South to Arizona Avenue
Harvard Court from Santa Monica Place South to Colorado Place North
Santa Monica Place South from Harvard Street to Yale Street
Yorkshire Avenue from Virginia Avenue to Delaware Place North
This project replaces deteriorated sections of concrete sewer pipe as part of a
multi -year sewer replacement program. Funds in the amount of $100,000 are in
the 1979 -80 budget for this project encumbered in Work Order No. 80420 -000.
Plans and specifications were issued to 16 contractors.
Bids for the sewer replacement were opened on May 9, 1980 in the Employees'
Lounge and read publicly by the Deputy City Clerk.
Seven bids were received as follows:

City Engineer's Estimate ............ $128,200'
In addition to the savings to the City of $18,540, (which is the difference
between the lowest bid and the second bid), staff has negotiated with the
low bidder for an additional savings of $1,000 if plastic pipe may be installed
instead of the clay pipe specified. The plastic is an approved material for
sewer pipe in accordance with the "Standard Specifications for Public Works
Construction." Plastic pipe has the advantage over clay pipe in that it has longer
sections, therefore.less joints, it is lighter, easier to install, and causes
less inconvience to the public.
Recommendation
It is recommended that this contract be awarded to R. L. Sewers, Inc. in the
amount of their low bid of $76,960, and that City Staff be authorized to issue
a Change Order for a credit of $1,000 for substituting plastic pipe for clay pipe.
