Santa Monica, California June 12, 1980 JUN 2 4 1980 To: Mayor and City Council From: City Staff Subject: Authorization to Engage Consulting Firm of Tudor Engineering Company for Engineering Services for Construction of a Small Conduit Hydroelectric Plant Introduction This report describes the need for obtaining technical assistance from a Professional Consulting Engineering Firm to help City Staff in the design and construction of a small conduit hydroelectric power plant. Background For a number of years the Staff has been investigating the possibility of power recovery from water delivered by the Metropolitan !later District of Southern California. This water is delivered at pressures that are lost at present. A small conduit hydroelectric plant is a power recovery plant which recovers power from excess pressures of water delivered through small pipelines. Sufficient knowledge is available within the City to substantially design this power plant, however certain technical problems requiring special technical knowledge is unavailable. Such knowledge and experience is available from outside consultants. Staff requested proposals from four engineering companies which had experience in some or all the phases of such a power plant design. During interviews, Tudor Engineering Company had a considerable lead in such engineering over the other engineering firms contacted. Tudor Engineering Company has been involved in all phases of power Plant design and has worked on more then thirty -seven projects of this specific nature. Such experience far exceeds the second best engineering firm. . 1. jUN 2 4 1980 To: Mayor and City Council - 2 - June 12, 1980 Funds were appropriated for this expenditure in the 1979 -80 budget. Recommendation It is recommended the Council authorize the City Manager to negotiate and execute a contract with Tudor Engineering Company for professional engineering services in an amount not to exceed $24,000.
