SUBJECT: Construction Security Fencing Along the Northerly Property
Line of the Airport
Introduction
This report requests that the City Council authorize City Staff to accept
the proposal from Coldwell Banker, Property Management Company for the
Santa Monica Business Park, and to proceed on the installation of an 8 -foot
chain link fence from 28th Street to 31st Street with the City to pay for
1/2 of the cost for a portion thereof.
Background
The City Council on September 23, 1980 appropriated funds in the amount of
$35,000 to have security fencing installed along the Airport property line.
Funds were also appropriated for grading and debris removal. Truckers
have been dumping loads of soil on the City owned property. This dumping
has been going on even though the property is posted with large signs.
Meanwhile, Coldwell Banker has received a proposal for a portion of fence for
the same area, from Bunkett Fence Company in the amount of $8,200 for 1096
feet of fence, and requested the City to pay 1/2 the cost of the fence,
not to exceed $4,100.
Staff feels that a portion of the fence is not necessary for City purposes.
Therefore, staff believes City should pay 112 of approximately 775 feet.

This cost to the City would be $2,900 and will result in savings of
approximately $6000 since the City contract will be for a lesser amount
of fence. City staff is preparing plans and specifications for completing
the security fencing along the airport property line.
Recommendation
It is recommended that the City Council approve the resolution waiving bids,
accept the proposal supplied by Coldwell Banker, and pay for the City's
portion of the cost, not to exceed $4100.

Dear Mr. Scholl:
Here is the proposal we have accepted for the installation
of the 8' fence along 1096 lineal feet of the north line of the
City property. Said line being the south line of the Santa
Monica Business Park property, Since you had plans to install
the fence at your own cost, we have agreed that it will be
mutually beneficial to have the fence installed and to share
equally in the expense of the installation.
The work has been ordered in accordance with the proposal of Burkett
Fence Co. at a cost of $8,200.00.
It will be appreciated if you will give me an appropriate check
for $4,100.00 payable to Coldwell Banker. You can reach me at
phone 450 -5505.

BRACES: 1 5/8" Top Rail
All work will be done in a neat and workmanlike manner for the total sum
of eight thousand two hundred dollars ($8,200.00).

RESOLUTION NO. 6131
(CITY COUNCIL SERIES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA WAIVING FORMAL BID PROCEDURE AND GRANTING
APPROVAL FOR CITY MANAGER TO EXECUTE AGREEMENT WITH
COLDWELL BANKER IN AN AMOUNT NOT TO EXCEED $4,100
FOR THE CONSTRUCTION OF SECURITY FENCING ALONG THE
NORTHERLY PROPERTY LINE OF THE AIRPORT.
WHEREAS, the City Council has appropriated funds for the construction
of security fencing along the Airport property line; and
WHEREAS, Coldwell Banker has received a proposal to build a fence
and has requested the City to pay one -half the cost; and
WHEREAS, acceptance of this proposal would result in a savings to
the City of approximately $6,000.00;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that if the City accepts
the proposal from Coldwell Banker, the City will save $6,000 on its contract to
build the remaining fence.
SECTION 2. That the City Manager is hereby authorized to execute
an agreement with Coldwell Banker to reimburse them for one -half the cost of
building the fence, not to exceed a total reimbursement of $4,100.00.
SECTION 3. The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be in full force and
effect.
