SR-11-11-1980-6ONov i i mn Santa Monica, California, November 3, 1980 TO: Mayor and City Council FROM: City Staff SUBJECT: Construction Security Fencing Along the Northerly Property Line of the Airport Introduction This report requests that the City Council authorize City Staff to accept the proposal from Coldwell Banker, Property Management Company for the Santa Monica Business Park, and to proceed on the installation of an 8 -foot chain link fence from 28th Street to 31st Street with the City to pay for 1/2 of the cost for a portion thereof. Background The City Council on September 23, 1980 appropriated funds in the amount of $35,000 to have security fencing installed along the Airport property line. Funds were also appropriated for grading and debris removal. Truckers have been dumping loads of soil on the City owned property. This dumping has been going on even though the property is posted with large signs. Meanwhile, Coldwell Banker has received a proposal for a portion of fence for the same area, from Bunkett Fence Company in the amount of $8,200 for 1096 feet of fence, and requested the City to pay 1/2 the cost of the fence, not to exceed $4,100. Staff feels that a portion of the fence is not necessary for City purposes. Therefore, staff believes City should pay 112 of approximately 775 feet. City staff is preparing plans and specifications for completing the security fencing along the airport property line. Recommendation It is recommended that the City Council approve the resolution waiving bids, accept the proposal supplied by Coldwell Banker, and pay for the City's portion of the cost, not to exceed $4100. WHEREAS, the City Council has appropriated funds for the construction of security fencing along the Airport property line; and WHEREAS, Coldwell Banker has received a proposal to build a fence and has requested the City to pay one -half the cost; and WHEREAS, acceptance of this proposal would result in a savings to the City of approximately $6,000.00; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council finds that if the City accepts the proposal from Coldwell Banker, the City will save $6,000 on its contract to build the remaining fence. SECTION 2. That the City Manager is hereby authorized to execute an agreement with Coldwell Banker to reimburse them for one -half the cost of building the fence, not to exceed a total reimbursement of $4,100.00. SECTION 3. The City Clerk shall certify to the adoption of this resolution, and thenceforth and thereafter the same shall be in full force and effect.
