CONTRACT FOR SOLAR WATER HEATERS FOR
TWO CITY -OWNED HOUSES
This report describes the results of recent investigation and preliminary
negotiations regarding solar installations for two city -owned houses. Staff
recommends entering into a contract with Southwest Solar Corporation for
acquisition and installation of solar equipment and training services.
BACKGROUND
The City owns two houses at the Arcadia Treatment Plant near Bundy Avenue and
Wilshire Boulevard. These houses are occupied by City employees and their
families as a condition of employment. The installation of domestic Solar
hot water systems will promote the use of alternative energy sources as well
as generate energy savings. Staff developed the following criteria for
suppliers to meet which would make the program of most value to the City.
1. Provide the best quality materials available to minimize future
maintenance costs.
2. Be certified with the California Energy Commission's TIPSE program
(Testing and Inspection Program for Solar Equipment).
3. Demonstrate that design and promotion of Solar Equipment is the major
purpose of their enterprise.

4. Provide technical personnel capable of training city crews in
installation and maintenance of solar equipment.
5. Provide responsible warranty protection.
6. Be a locally based firm.
Staff received marketing materials from a number of firms and solicited quotations
from Southwest Solar Corporation of Inglewood and Revere Solar & Architectural
Products, inc. of Los Angeles. A verbal quotation was also obtained from Solar
Resources, Inc. of Los Angeles. Quotations ranged from $1135 -1635 each for mater-
ials only for the Revere system to $2775 -3050 each for a complete installation by
Southwest Solar, Inc. (See attached documentation).
Some assistance in evaluating the proposals was obtained from ANCO Engineers, Inc.
of Santa Monica. ANCO did not commit to any system, but suggested the Revere
quotation would equal that of Southwest Solar after installation charges were
added.
During the review stage, it became obvious the solar market contains a wide range
of options - from the quality of materials available to the variety of technical
and design specifications. The solar industry has established criteria to be met
by solar systems but the industry is still struggling with quality control and
maintenance problems. For this reason, and because there is a direct relation-
ship between quality of materials and future maintenance and parts replacement,
cost became a less important factor in evaluating systems.
It is Staff's opinion the contractor for this project should be chosen for speci-
fic criteria not related to cost but related to the type of system, reliability
and availability of technical assistance. Southwest Solar offers a superior
mechanical system as well as technical instruction for our City crews, and is

certified by a number of qualifying organizations. Therefore, Staff recommends
the formal bidding procedure be waived and the contract awarded directly to
Southwest Solar.
Specifically, Staff recommends Southwest Solar because:
1. The system has been approved by the City of Los Angeles, Building and
Safety Department; the International Association of Plumbing and Mech-
anical Officials; and is certified under the TIPSE program. Solar
collectors have been tested under the U.S. Department of Energy testing
program by Approved Engineering Test Laboratories.
2. Of the three systems investigated, only the Southwest system has modu-
lating control. If ambient heat drops below a certain point due to
cloud cover, modulating control keeps the system working at a slower
rate and maintains constant water temperature. Non - modulated systems
have sensors which turn the system off entirely when temperature drops.
Staff believes the modulated system is superior to the non - modulated
system.
3. Southwest has offered to provide a Technical Representative to explain
the installation procedures to members of our City Water crew. This
will provide an excellent training experience for future solar projects
the City may wish to participate in.
4. It is the opinion of Staff the materials used in the Southwest system
are of the highest quality, minimizing future maintenance costs.
Total cost of the Southwest system for two houses is $5825. This project can
be funded from the Water Division's work order #63140 -000. This is part of the
Water Production Treatment Supplies and Expenses budget.

RECOMMENDATION
Staff recommends City Council waive formal bidding procedures by resolution;
authorize the City Manager to contract with Southwest Solar for the installation
of solar water heaters for the two Arcadia Plant homes; and authorize the ex-
penditure of $5825 from Water Division work order #63140 -000.

Enclosed is the information regarding Revere solar domestic hot water system
I indicated I would send you during our phone conversation today. Also
enclosed are data sheets for an F -Chart Analysis along with instructions
for filling them out. This information will enable us to tell you how much
solar will contribute to your hot water needs. We will need the information
on both installations. If you have any questions regarding the forms,-don't
hesitate to give me a call.
With regard to price, an 82 gallon System would run from $1135.10 to $1635.50
depending on the number of collectors needed (from 2 to 4). Installation
would, of course, be extra.

INSTALLATION OF DOMESTIC SOLAR WATER HEATERS FOR TWO CITY
OWNED HOUSES LOCATED AT THE ARCADIA WATER PLANT.
WHEREAS, installation of Domestic Solar water heaters on two City
owned houses will promote the use of alternate energy sources as well as
generate energy savings; and
WHEREAS, there is a direct relationship between quality of materials
and future maintenance and parts replacement making the cost of a system less
important in the evaluation process; and
WHEREAS, it is staff's opinion the contractor for this project should
be chosen for specific criteria not related to cost but related to type of system,
reliability and availability of technical assistance, and
WHEREAS, Southwest Solar, Inc. of Inglewood, California, offers a
superior mechanical system, technical instruction to City crews and is certified
by a number of qualifying organizations, and,
WHEREAS, Southwest Solar meets and exceeds all criteria established by
staff for the selection of a solar system.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council waive formal bidding-procedures in order
to contract with Southwest Solar for solar water heaters.
SECTION 2. That the City Council authorize the City Manager to contract
with Southwest Solar for the installation of solar water heaters for the two Arcadia
Water Plant houses.

SECTION 3. That the City Council authorize the expenditure of $5,825
from the Water Division work order #63140 -000 for two solar water heaters.
SECTION 4. The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be in full force
and effect.
