SUBJECT: Award of Contract and Approval of Other Expenditures
for Office of Traffic Safety Studies
Introduction
This report recommends the contract for the Office of Traffic Safety Studies
to update the city -wide Speed Zone Surveys and to conduct a Traffic Control
Device Inventory be granted to the low bidder, Lau & Associates.
Background
In December, .1979, Staff was directed by City Council to submit a proposal
to the Office of Traffic Safety to update the city -wide Speed Zone Surveys
and conduct a Traffic Control Device Inventory. The Office of Traffic Safety
approved the proposal for $65,000 in January, 1980. The following is the
summary of the consulting firms who received "Request for Proposals" and the
estimated cost that each consultant submitted:
1) Lau & Associates . . . . . . . . $19,340
2) JHK Associates . . . . . . . . . $32,850
3) California Traffic Services . . $33,480
4) TJKM . . . . . . . . . . . . . . $48,600
Staff is proposing the contract for the city -wide Speed Zone Survey and
Traffic Control Device Inventory be awarded to Lau & Associates. All the
associated costs for this project will be reimbursed by the Office of Traffic
Safety. These costs include $20,000 for the three year lease of a computer

terminal and the use of a computer service bureau, $5,000 for aerial photo-
graphy, $5,000 for staff time, and $5,000 for miscellaneous expenses. This
totals to approximately $55,000.
Recommendation
It is recommended the City Council approve the expenditures in the amount of
$55,000 and award the contract to Lau & Associates, the lowest bidder, in the
amount of $19,340.
