This report requests authorization to waive formal bid requirements for upgrading
of the existing Hewlett- Packard Data Processing Equipment.
BackEround
The City Council authorized an upgrade of the existing Hewlett - Packard system in
the fiscal year 1980 -81 budget. The Data Processing Manager has confirmed the
upgrade equipment compatible with our Hewlett - Packard system is only available
from the original manufacturer. To go out to formal bid on this equipment would
cause unnecessary expense and delay.
Recommendation
It
is recommended the
formal bid process be waived and
the City Manager
be
authorized to negotiate
and execute the purchase of this
equipment.

CITY COUNCIL SERIES
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING FORMAL BID PROCEDURE AND
AUTHORIZING DIRECT NEGOTIATION FOR UPGRADING DATA
PROCESSING EQUIPMENT
WHEREAS, the City of Santa Monica Data Processing Department has
a requirement for upgrading of the present Hewlett - Packard Series'II Computer
to a Series III; and
WHEREAS, to the best of Staff's knowledge no company but Hewlett-
Packard is able to supply compatible equipment;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement exists
to upgrade the City's computer equipment.
SECTION 2. That bid solicitation would be unavailing and cause
unnecessary expense and delay.
SECTION 3. That the City Manager is authorized to negotiate with
Hewlett - Packard to supply equipment to upgrade, and is hereby authorized to
execute a purchase agreement for the service.
SECTION 4. The Mayor shall sign and the City Clerk shall certify to
the adoption of this resolution, and thenceforth and thereafter the same shall be
in full force and effect.
