Recommendation to award bid for petroleum products

Introduction
This report concerns award of bid in the estimated total amount of
$1,730,112.70 for fuels, motor oils, hydraulic and transmission fluids
and solvent as ordered during the period July 1, 1980 through June 30,
1981. $1,730,112.70 will be charged to various City accounts. Individual
item prices are subject to change and are based upon current posted
prices on the bid opening date.
Background
In response to published Notice Inviting Bids to furnish petroleum
products as ordered during the next fiscal year, bids were received and
publicly opened and read June 19, 1980, Proposal packages were mailed to
fifty -two (52) oil and gasoline companies and notices were advertised in
accordance with City Charter and Municipal Code provisions, Six (6) bids
were received as listed on the attached Summary of Bids. "No Bids" were
received from Shell, Chevron, Texaco, Mobil, and Exxon, Union Oil bid
only on oils and transmission fluid, not on gasoline. Subsequent phone
calls to these companies to determine why they "no bid" indicated that
none of these major oil companies were taking on new accounts, and that
Union Oil declined to continue supplying gasoline. The current suppliers
for major petroleum purchases are Aromalene Oil Company, and Gale Barstow,
Inc. for diesel fuels, and Union Oil for gasoline, motor oils, and trans-
mission fluid.
