Introduction
This report requests authorization for the City Manager to execute
Summer Youth Employment contracts with the County of Los Angeles
and selected subcontractors..
Background
The City of Santa Monica has administered Summer Youth Employment
Programs since 1975. This program provides part time summer jobs
for disadvantaged Santa Monica residents aged 14 -21, Participants
earn the minimum wage, $3,10 per hour, while working at public and
non - profit agencies. All worksites are carefully screened by Human
Resources Division staff to ensure that meaningful work and close
supervision will be offered. In addition to the work experience,
a Vocational Exploration program has been provided in the past.
Private sector employers in Santa Monica meet with participants
and explain careers available in their firms, the type of training
and experience required to enter those careers, and the advantages
of career planning. Summer Youth Employment Programs administered
by Santa Monica have been consistently praided by the County.
To date, the County has not detailed requirements for eligibility
documentation.. Our informational report to Council dated April 18,
1980 indicated that our ability to participate could be affected by
those requirements, Because Council will be engaged in budget
deliberations at the first meeting in June and contracts must be N

executed prior to the second meeting, it is recommended the Council
authorize the Manager to execute if he deems the County requirements
reasonable when they are received. If the requirements prove
unwieldy, the contracts will not be executed and Council will be
informed of alternatives at the second meeting in June,
Costs
The Summer Youth Employment Program is fully funded by CETA monies.
Recommendation
Staff recommends the Council authorize the City Manager to execute
the contracts which will provide summer employment for disadvantaged
youth, if County documentation requirements prove to be reasonable..
