This report recommends the City Council award a contract for modernization of
nine traffic signals to the lowest responsible bidder.
Background
The location of the traffic signal modernizations are along Lincoln Blvd. at
Santa Monica Blvd., Broadway, Colorado Ave., Pico Blvd. Pearl St., Ocean Park
Blvd., Ashland Ave., and Marine St. The project was approved and funds in the
amount of $375,000 are in the 1979 -80 budget and are encumbered in Work Order
79410. The State, in Contract No. 2487 (CCS), agreed to reimburse the City
for up to $224,000. The City's proportionate share is $184,000.
Also included in this project is the traffic signal modernization at Fourth
and California. A lump sum of $15,000 has been deposited with the City by
First Federal Savings for approximately half the cost of the modernization as
a condition of development approval. The City customarily pays for the remainder
from unappropriated General Funds in these cases. This project will satisfy a
number of citizen complaints about traffic and pedestrian safety at this intersection.
The City Engineer's estimate for this project is $350,000. Bids will be opened
on May 23, 1980, in the Council Chambers.

Recommendation
It is recommended the City Council approve the approve the expenditures,
appropriate $15,000 from the unappropriated General Funds, and award the
contract to the lowest responsible bidder as will be named in a supplemental
report.

Introduction
This report recommends the City Council award a contract for modernization of
nine traffic signals to Electrend, Inc., in the amount of $399,900.
Background
The location of the traffic signal modernizations are along Lincoln Blvd. at
Santa Monica Blvd., Broadway, Colorado Ave., Pico Blvd., Pearl St., Ocean
Park Blvd., Ashland Ave., and Marine St. The project was approved and funds
in the amount of $375,000 are in the 1979 -80 budget and are encumbered in
Work Order 79410 -000. The State, in Contract No. 2487 (CCS), agreed to
reimburse the City up to $224,000. The City's estimated proportionate share
in this agreement was $184,000.
Also included in this project is a traffic signal installation at Fourth St.
and California Avenue. The developer, First Federal Savings and Loan, has
agreed to pay $15,000 which has been deposited with the City, and the
balance will be paid by the City. The City customarily pays for this kind
of work from unappropriated State Gas Tax Funds. This traffic signal will
satisfy a number of citizen complaints about traffic and pedestrian safety
at this intersection.

Bids for the eight traffic signal modernizations and the new signal at 4th St.
and California were opened in the Council Chambers after 3:00 p.m, on Friday,
May 23, 1980, and read publicly by the Deputy City Clerk. Bid proposals and
specifications were issued to 14 contractors. Three bids were received as

Recommendation

bidder, in the amount of $399,900, contingent upon receipt of $213,000 from
the State.
