DECEMBER 9, 2014
A special meeting of the Santa Monica City Council was called to order by Mayor O'Connor at 6:31 p.m., on
Tuesday, December 9, 2014, at City Council Chambers, 1685 Main Street.

CONVENE/PLEDGE On order of the Mayor, the City Council convened at 6:31 p.m.
Councilmember Holbrook led the assemblage in the Pledge of Allegiance.
SPECIAL AGENDA 2 -A: Resolution Accepting the Official Canvass and Official
ITEMS: Statement of Votes Cast for the Consolidated General Municipal
INSTALLATION OF NEW Election Held on November 4, 2014, and Declaring the Results Thereof
OFFICERS - recommendation to adopt Resolution No. 10851 (CCS) entitled:
"RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA ACCEPTING THE LOS ANGELES COUNTY REGISTRAR
RECORDER/COUNTY CLERK'S OFFICIAL CANVASS AND
OFFICIAL STATEMENT OF VOTES CAST FOR THE
CONSOLIDATED MUNICIPAL ELECTION HELD ON NOVEMBER 4,
2014, AND DECLARING THE RESULTS THEREOF," was presented.
Members of the public Melanie Luthern and Michael Feinstein generally
spoke in favor of the staff recommendation. Generally spoke in favor of
the election results and commented on the Mayor and Mayor Pro Tern
selection.
Motion by Councilmember Holbrook, seconded by Councilmember
Winterer, to adopt the resolution by title only and waiving further reading
thereof. The motion was approved by the following vote:

ADJOURNMENT OF On order of the Mayor, the City Council, as presently constituted, was
CURRENT COUNCIL adjourned, and the meeting was turned over to City Clerk Sarah P. Gorman.
ADMINISTRATION OF 2 -B: Administration of oath of office to new Santa Monica - Malibu
OATH OF OFFICE TO Unified School District Board of Education Members.
NEWLY ELECTED
OFFICIALS City Clerk Gorman administered the oath of office to newly- elected School
District's Board of Education Members Laurie Lieberman, Richard
Tahvildaran- Jesswein, Craig Foster and Oscar de la Torre.
2 -C: Administration of oath of office to new Santa Monica College
Board of Trustees Members.
City Clerk Gorman administered the oath of office to newly - elected Santa
Monica College Board of Trustees Members Nancy Greenstein, Louise
Jaffe, Barry Snell, and Andrew Walzer.
2 -1): Administration of oath of office to new Santa Monica Rent
Control Board Members.
City Clerk Gorman administered the oath of office to newly - elected Santa
Monica Rent Control Board Members Steve Duren, and Todd Flora.
2 -E: Administration of oath of office to new Santa Monica City
Council Members.
City Clerk Gorman administered the oath of office to newly - elected City
Councilmember Kevin McKeown, Sue Himmelrich, and Pam O'Connor.
CONVENING OF THE, 2 -F: Election of Mayor for the ensuing two years, was presented.
NEW CITY COUNCIL
AND ELECTION OF On order of the City Clerk, with the newly constituted City Council seated,
MAYOR the Council meeting was convened at 6:49 p.m., with all members present.
Members of the public Jerry Rubin and Cris Gutierrez commented on the
Mayor and Mayor Pro Tern selection.
City Clerk Gorman opened the floor for nominations for Mayor for the
ensuing two years.
Councilmember Himmelrich nominated Councilmember McKeown as
Mayor for a term of one year, for the first year, with Councilmember
Vazquez as Mayor Pro Tern for one year, for the first year, and nominated

Councilmember Vazquez as Mayor for a term of one year, for the second
year, with Councilmember Winterer as Mayor Pro Tem for a term of one
year, for the second year.
Councilmember O'Day nominated Councilmember Winterer as Mayor for
a term of two years.
Mayor O'Connor nominated Gleam Davis as Mayor for a term of two
years.
Councilmembers Winterer and Davis withdrew their names from
consideration.
The following persons were appointed: Councilmember McKeown was
appointed as Mayor for a term of one year, for the first year;
Councilmember Vazquez was appointed as Mayor Pro Tem for one year,
for the first year, Councilmember Vazquez was appointed as Mayor for a
term of one year, for the second year; and Councilmember Winterer was
appointed as Mayor Pro Tem for a term of one year, for the second year.
The appointments were approved by the following vote: Councilmembers
Vazquez, Davis, Himmehich, Winterer, McKeown, Mayor Pro Tem
O'Day, Mayor O'Connor
Mayor McKeown assumed the Chair.
SELECTION OF MAYOR 2 -G: Election of Mayor Pro Tem for the ensuing two years, was heard
PRO TEM with Item 2 -F.
END OF INSTALLATION On order of the Mayor, the installation of new officers was completed and
OF NEW OFFICERS the Council continued consideration of the remaining agenda items.
COUNCILMEMBER 13 -A: Appointment to three annual vacancies on the Clean Beaches &
DISCUSSION ITEMS: Ocean Parcel Tax Citizens Oversight Committee for terms ending on
CLEAN BEACHES & December 31, 2016, was presented.

CITIZENS OVERSIGHT On order of the Mayor, this item was continued to December 16, 2014
COMMITTEE
OIL DRILLING 13 -B: Request of Councilmembers O'Day and Winterer that council
adopt the resolution opposing oil drilling in Santa Monica Bay related
to drilling in Hermosa Beach that will be considered by special election
in that city on March 3, 2015, was presented.
Members of the public Todd Flora, Jamie Freidland, George Schueltzer,
Fred Muesbsher, Betsy Ryan, Dana Murray, Cris Gutierrez, Billy Parent,
and Michael Toney spoke generally in favor of the recommended action.

Motion by Councilmember O'Day, seconded by Councilmember
O'Connor, to adopt Resolution No. 10851 (CCS) entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA OPPOSING OIL DRILLING IN HERMOSA BEACH," with
amendments to add language regarding the Sustainability Bill of Rights.
The motion was unanimously approved by acclamation, with all members
present.
On order of the Mayor, the City Council meeting was adjourned at 7:19
p.m.
