Mayor Pro Tempore Yannatta Goldwav moved to approve the staff recommendation, i.e.,.appropriating $25,000 to the Fire Depart - ment budget for purchase of three ambulances and awarding Contract No. 3 (CCS) to Wheeled Coach Corp. in the amount of $78,867.18. Paul Hubbard representing Stoner Ambulance Manu- I lfacturing and Ralph McNett representing Leader Industries spoke to request ;that their bids be considered for award. Discussion was held. Council - !member Rhoden moved a substitute motion to reject all bids and to declare lan open market purchase of two ambulances as specified from Wheeled Coach ,Corp. Second by Mayor Pro Tempore Yannatta Goldway. Discussion was held ,and it was agreed to defer the matter to later in the evening pending ,further review of bid specification procedures. MINUTES OF CITY COUNCIL MEETING October 29, 1980 Santa Monica, California October 21, 1980 TO: Mayor and City Council FROM: City Staff OCT 2 8 1980 SUBJECT: Appropriation of additional funds for three (3) Ambulancesand recommendation to award bid for three (3) Ambulances - Bid #1546 10/15/80. Introduction This report will discuss the need for additional funding to purchase the three ambulance vans which were approved for pur- chase in the 1980 -81 Fire Department budget, and the award of bid for three (3) Ambulance Vans for $78,867.18 including applicable sales tax. Funds in the amount of $54,000 for this purchase had been budgeted in account number 46 -300- 311 - 000 -950. Background - Appropriations During preparation of the Fire Department 1980 -81 Budget request numerous ambulance - suppliers were contacted regarding projected costs for their units. Based on the figures which were provided at that time, an average cost figure of $15,500.00 per unit was determined. In order to provide an inflation factor, an additional 12% was added, and a total of $54,000.00 for the three units was requested and approved. In response to Dublished Notice Inviting Bids to furnish and deliver three (3) Ambulance Vans in accordance with City spec- ifications, bids were received and publicly opened and read October 15, 1980, at 3:00 P.M. Proposal forms were mailed to five (5) prospective suppliers and notices were advertised in accordance with City Charter and Municipal Code provisions. Three (3) pro- posals were received as shown on the attached recap sheet. The unit prices submitted ranged from $23,917.00 to $24,801.00. On the basis of these figures, there are insufficient funds in the Fire Department budget to purchase all three units, regard- less of which firm receives the award. Award of Bid While our specifications called for a 1979 or 1980 Chevrolet Van, both Stoner Ambulance and Wheeled Coach offered 1980 Ford Vans also. OCT 2 8 ?980 TO: Mayor and City Council The Fire Department personnel, in viewing the specifications on each make of van, concluded that the Ford Van with the longer wheel base would allow for a larger body with more internal storage space. Also the distance from the driver to the front bumper is approximately 20 inches greater on the Ford Van than on the Chevrolet Van providing more driver protection. Dis- cussions with users of Chevrolet Van Ambulances by our Fire personnel revealed a problem with the sliding side door. Fatigue failure occurs where the roller hanger brackets attach to the sliding door assembly (Door replacement costs approximately $900) The recommended van eliminates that problem. In comparing the Stoner and Wheeled Coach Ambulance vans, Fire personnel felt that the Wheeled Coach unit was superior in design of space utilization and arrangement, of maintainability, and of the materials used. The entire electrical wiring system is readily accessable through hinged swing out door panels in the patient compartment area as well as in the shallow center ceiling wiring tunnel which runs the full length of the patient compartment. The switch control panel is neatly recessed in the head liner above and ahead of the drivers seat. The ceiling of the Wheeled Coach unit is relatively smooth with the high intensity light fixtures and I.V. Hooks recessed in the molded fibreglass head liner. The Wheeled Coach body features a race car type safety cage con- structed with the back frame using reinforcement of 1" steel pipe vertical sidebars and seven 1" steel pipe roll bars with gussets welded integrally. Instead of partical board, which is commonly in use in cabinets today, all of Wheeled Coach cabinetry is constructed of 3/4" seven ply marine plywood. T0: Mayor and City Council Stoner offered the first two vehicles in 60 days and the third in 75 days, while Wheeled Coach can deliver all three units in 60 days. For the new EMS delivery service to be operational on schedule, the Fire Chief finds it necessary that the Three (3) Ambulances be delivered by mid - December. The three weeks between the delivery of the vehicles and the start of the training class on January 5, 1981 will be needed for installation of Radio Equipment, special Paramedic equipment and to generally checkout and prepare these vehicles for service. It is desirable to have three (3) Identical units for both Firefighter- Paramedic and Mechanical Maintenance personnel. The Leader and Stoner A & B proposals involve a combination of different vehicles. Alternative- Appropriations 1. Utilize current budgeted funds to purchase only two of the units and budget for the third unit in fiscal year 1981 -82. 2. Appropriate an additional $25,000.00 to the Fire Department budget to provide sufficient funds to complete the purchase of three units. Additionally, if we delay the purchasing of a unit until next fiscal year, there is no way of predicting what impact inflation will have on prices at that time. Recommendation: It is recommended that Alternative #2 be approved and funds in the amount of $25,000 be appropriated in view of the stated needs and the unpredictability of future prices, and that the award be made to Wheeled Coach Corp. in the total amount of $78,867.18, including tax, as the best bidder. r.
