SR-11-11-1980-6QNOV 1 1 1980 c`' Santa Monica, California, October 30, 1980 TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Engage Consultant for Street Lighting Conversion Introduction This report recommends the Council engage a consulting engineer to prepare a report on alternative methods of converting street lights north of Montana Avenue to energy efficient high pressure sodium vapor lights. Background The staff has for the past 4 years been active in planning and installing new street lights throughout various sections of the city. The accomplishments to date consist of conversion of several hundred mercury vapor street lights to less energy intensive sodium vapor. These conversions have been on Wilshire Blvd., Pico Blvd., Lincoln Blvd., the Central Business District, and many other arterial streets. These conversions have resulted in savings in excess of $4000 /month to the City. They have been relatively simple to accomplish in most cases. Having done the simple conversions, the staff now proposes to recommend conversion of the remainder of the lighting system. The remaining lights are much older and are of antiquated circuitry. They require conversions of more complicated design, The staff has contacted a number of other cities and lighting experts and believes that Berryman & Stephenson, Inc. Consulting Engineers can provide the necessary information so that the staff and Council can make an intelligent decision regarding the type of conversion to employ. CA 90401 SUBJECT: Proposal. for Professional Engineering Services Street Light Conversion Feasibility Report Dear Mr. Scholl: BERRYMAN F, STEPHENSON, INC. is pleased to submit this proposal to prepare a feasibility report for street light conversion to high pressure sodium lights in the north end of the City. We are certain that our firm's professional staff has the expertise and competence to meet the requirements of the City of Santa Monica in a highly satisfactory manner, in accordance with the City's objectives. Our firm is dedicated to the policy of working closely with the client in order to maintain a continuous flow of information to the City's staff. To that end we have assembled a project team of specialists in the field of traffic and lighting engineering. The work as outlined in the attached scone of services will be performed for a lump sum fixed fee of $2,500, and will be com- pleted in less than six weeks from the notice to commence work. Very truly yours, BERRYMAN F, STEPHENSON, INC, Ervin Spindel Vice President Los Angeles - Ventura Region ES:lk SCOPE OF SERVICES General This project is to prepare a report of the various alternatives for conversion of existing incandescent and mercury vapor lighting systems to high pressure sodium vapor systems in the area of the City of Santa Monica from Montana Street northerly. Services by Consultant 1. Review existing street lighting systems to determine adequacy of existing components, such as: luminaires, poles, transformers, and specifically conduit size for conversion to multiple systems. 2. Analyze feasibility of using socket mounted adaptors to allow retention of existing 6,6 amp, constant current series circuits; compare above with conversion to multiple circuits; and compare benefits of replacing luminaires. 3. Estimate alternate conversion costs and analyze cost /benefit ratios for various alternatives. Analyze energy savings as justification for conversion project, 4. Make one presentation of report at meeting of official body. 5. Furnish one camera ready copy of report and one copy. Additional copies, if desired by City, will be furnished at actual cost plus 15 %. Services by City 1, Provide all available records and data pertinent to the project 2. Make members of City staff available for consultation with the consultant, -1- PROPOSED PROJECT TEAM BERRYMAN $ STEPHENSON, INC. is assigning a project team which has great depth of experience in projects of this type. Members of this team have great expertise and many years experience in the design of street lighting systems. The project team concept is proposed as a means of providing high productivity while maintaining clearly defined areas of responsibility. The proposed team has the capability to accomplish the work in a timely and professional manner which will be mutually satisfactory and in accordance with the desires of the City of Santa Monica. A brief review of each person's capabilities and experience is tabulated below and their individual resumes are also attached. Project Manager: Mr. Ervin Spindel Mr. Spindel, Vice President and Manager, Los Angeles- Ventura Region, will be the member of the company serving as Project Manager for this project. He will be responsible for maintaining continual communications with the City's staff and coordination of the project. Mr. Spindel has over 35 years of Civil Engineering experience, including 31 in municipal engineering and admi.nistation. In his former capacity of Director of Public Works and Community Development for the City of Downey, he was responsible for the direction of the Traffic Engineering program and administered the street lighting systems in that City. Proiect Engineer: Mr. David M. Plechas The Project Engineer for this assignment would be Mr. David M. Plechas, P.E. Mr. Plechas is a registered traffic engineer and has over 1S years experience in all aspects of traffic and lighting design, construction, operations, and maintenance. He holds a Bachelor of Science Degree in Civil Engineering and the Certificate in Urban Traffic Surveillance and Control, both from the University of Southern California. In addition, Mr. Plechas has completed several other specialized courses in traffic signal systems and coordination. He is currently serving as the City Traffic Engineer for Carson and Villa Park, and is the Manager of our Traffic and Transportation Engineering Section, Senior Designer: Mr. Tram Hartzog The Senior Designer proposed for this project is Mr. Tram Hartzog. Mr. Hartzog has over thirteen years of experience in traffic operations, signal and lighting design. In addition, he has been instrumental in the implementation of several complex coordination systems. Designer: Mr, James T. Harris Mr. Harris has over fifteen years experience in all phases of municipal civil and traffic engineering experience.
