SR-07-22-1980-6RSanta I ica, California, July 15, 1980 To: Mayor and City Council JUL 2 2 1980 From: City Staff Subject: Selection of Consultant to Perform a Comprehensive Recycling Feasibility Study Introduction This report describes consultant qualifications to conduct a comprehensive Recycling Study and recommends RVA (Raymond Vail & Associates) be chosen to perform the work. Background In May, 1980, the State Solid Waste Management Board awarded a $34,700 grant to Santa Monica to develop a comprehensive recycling program. A Request for Proposal was sent to prospective firms and two proposals were received June 16, one from RVA and one from Brown & Caldwell /Pacific Environment Services, Inc., jointly. The following strong points and drawbacks of each proposal were con- sidered: Brown & Caldwell/ - Incorporated strong community participation PES, Inc. Cost: $36,260 - Showed knowledge of other systems - Presented more options on equipment use - Cost of proposal is more than grant award - Brown & Caldwell background is oriented toward technical systems rather than recycling programs. Raymond Vail & Assoc. - Proposal is concise and to the point Cost: $29,600 - RVA demonstrates an understanding of Santa Monica's needs and has direct experience with other California recycling programs. - Cost of proposal is within the grant award - Did not incorporate strong community participation To: Mayor and City Council -2- July 15, 1980 A consensus was reached by Staff in favor of the RVA proposal based upon the past work of RVA and the firm's understanding of Santa Monica's needs. How- ever, lack of community involvement was a concern. Staff subsequently contacted RVA and requested that aspect of its proposal be expanded. The expanded pro- posal now incorporates a Citizen Advisory Committee as well as investigation into the suitability of using existing refuse equipment for recycling service. Recommendation Staff recommends the City Council authorize the City Manager to execute the attached agreement with RVA for $29,600 to perform a Comprehensive Recycling Feasibility Study which will result in an implementation plan for Santa Monica recycling program.
