It has been brought to my attention that Jane Golden is soliciting funds for the mural. As a part of her solicitation, she is promising people that their names will be on bronze placques at the site. I do not recall our giving permission for any placques. I think the staff should check into this. Also, I have received several complaints about the present condition on the site and the length of time it is taking Ms. Golden to start work. Ocean Paris Boulevard at Fourth Street (4th. Street Underpass) Introduction This report concerns the progress and funding of the 4th. Street Underpass Murals Project by Jane Golden. Background Agreement for Design and Execution of the Murals Project by Jane Golden was approved by City Council on October 14, 198o, with all funding and project costs to be at the artists expense. The original deadline for project completion was April 30, 1981; this date has been extended by Council on a month to month basis. In granting the month to month extension Council requested additional information concerning project funding and final com- pletion date. These matters are addressed in the attached printed material submitted by the artist; in addition Jane Golden will appear before Council to discuss the funding and progress of the project. Please do. -2- THE GOLDEN ARCH In October of 1980, after many months of hard work and planning, Jane Golden was granted permission by the City Council of Santa Monica to create the "Bridge To The Past" from the underpass at Fourth Street and Ocean Park Boulevard. Having been given no financial support from the city, Jane has accepted the responsibility of raising the funds necessary to com- plete the project from private contributions and foundations. Upon completion, "Bridge To The Past" will be donated to Santa Monica and the people who live there; an original piece of art for all to share. The design of the mural is a slice of Santa Monica as it was in the beginning, as it began to grow and, finally, as we now see it. This wondrous vision will happen, though not without strong community support. The Golden Arch has been fortunate enough to be taken under the wing of The Church In Ocean Park, and all contributions to the project are tax - deductible. Donations of time, energy and vocal support are equally as vital to an endeavor such as this, however, and any- thing you might be inspired to give is appreciated. -3- BIOGRAPHY Jane Golden has painted twenty murals in California with an emphasis on Santa Monica, where she has lived and worked for the last five years. She has received a number of awards, including fellowships to study at the University of Florence and at Tanglewood in Stockbridge, Massachusetts and grants from the California Arts Council Visual Arts program, the federally funded Artist -In- Residence Program for the city of Los Angeles and in 1976 the first place award in a statewide mural competition. As the result of being featured in many national and international publications, Jane attracted the attention of French television and in July of 1980 became the subject for a documentary film. While murals are a priority, she has mastered the canvas as well, both in oil and watercolors, with an equal amount of talent and dedication. As yet, her murals are publicly her strongest suit; Jane has been chosen as one of twenty artists in the United States for an exhibit in April of 1981 at the Metropolitan Museum of Art in New York City. The Golden Arch is her largest undertaking to date and is a true labor of love. J: Almost five years now. Q: HOW DID THE "GOLDEN ARCH" COME ABOUT? J: Three years ago I received a grant to paint murals in Santa Monica. Included in that grant was funding to do the underpass and several of the new parking structures. Proposition 13 was passed, the money for the murals was cut off and the city promised I could still have the wall if I could find the funding. Since then I have continued working towards this, including five months of city council meetings and completing the design and now I am ready to begin. Q: HOW LONG WILL THE PROJECT TAKE? J: From this point on, it should take six months. This wall is the biggest mural I've done so far - twenty -two thousand square feet. That includes both sides of the underpass and the ceiling. It's not only the biggest I've done but will be the third largest mural in the country as well. The most difficult stage is completed and that is the design. It was difficult in part due to the shape of the wall, which is different on both sides and the schematics I will be working from must be quite exact. -11- Q: WHAT WILL WE SEE IN THE FINAL DESIGN? J: The "Bridge To The Past" design will start when Santa Monica was a pastoral place and end with the structures and freeways we have today. The viewer will actually be driving towards the ocean; as the real ocean comes into sight the driver will be surrounded by cliffs. Q. YOU ENJOY EQUAL RECOGNITION FOR YOUR CANVASSES, A VERY PRIVATE MEDIUM, WHILE THE PURPOSE OF YOUR MURALS IS FOR 14ASS APPRECIATION. WHAT DO YOU HOPE TO ACCOMPLISH IN THIS DEPARTURE FROM USUAL "STUDIO" WORK? J: I think that a mural can be a really powerful statement. It doesn't have to be as blatant as a canvas might be; it can be much more subtle. For example, putting a redwood forest on Lincoln Boulevard says more than had it been ten bulldozers chopping down trees. Some people have never seen a redwood tree before. I want to make them aware of the world and of their past to help educate them for the future. Senator Alan Sieroty 5 -D: FOURTH STREET UNDERPASS MURAL: Presented for consideration was the request of Councilmember Reed for discussion regarding the Fourth Street Underpass mural, continued from April 14, 1981 (Item 13 -A) to receive a report from staff in regard to the City's contract with Muralist Jane Golden and her offer to place bronze plaques at the mural`' site upon receiving donations. The staff report was presented. Ann Dollard and Jane Golden reported that that the bronze plaque project, suggested as a method of funding, would be eliminated and donations returned; she spoke in regard to their lack of funding and requested extension of time to complete the project. Discussion was held. Councilmember Jennings moved to extend existing Contract No. 3568(CCS) for six months, to be re- assessed at the end of six months. Second by Councilmember Zane. Following discussion, with the consent of the second, Councilmember Jennings amended the motion to provide that the contract automatically extend month -to -month until the City gives a two -week notice that it terminates at the end of one of those thirty day extensions.
