SR-08-12-1980-6NSanta Monica, California August 7, To: Mayor and City Council From: City Staff Subject: Request to Change Purchase Order No. 45256 Issued to Nixon -Egli Equipment Co. from a Utility Grader to a Street Sweeper with an Additional Appropriation not to Exceed $34,956.68 (Sales Tax Included) AUG 1 2 1980, 1980 Background In May, 1979, the staff requested in the budget and on June 24, 1980, the City Council approved the purchase of a "Power Blade" utility grader (picture attached) as requested by the Street Maintenance Division of the General Services Department. It has become apparent to staff that funds appropriated for this purchase ($22,150.82) would be more beneficial to the maintenance of City streets if applied to the purchase of a new street sweeper. Analysis The utility grader is not the most appropriate use of these funds for the following reasons: 1. Priorities of work have changed in the 14 -month period since this equipment was requested. 2. The grader /loader is too small to handle anything but very light work. 3. The grader /loader is very slow on the road (7 m.p.h. top speed) requiring much time to go from one job to another. Recent analysis of Street Department equipment needs indicates that first priority is for a street sweeper to replace one of the very old sweepers of the fleet. The staff believes that it was a mistake to have recommended purchase AUG J 1 2 198( To: Mayor and City Council -2- August 7, 1980 of the grader and that it would compound this mistake to take delivery of this piece of equipment. The attached report from the Mechanical Maintenance Superintendent clearly shows the age of the fleet, the labor hours required to repair the sweepers in each of the last six months, and the cost of replacement parts required. Due to the age of the sweeper fleet plus the difficulty in finding repair parts for our older machines, down time for our sweepers is nearly 50 percent of the available usage hours. There have been several times during the last few months when all of the sweepers were in the shop for repair at the same time. The low bidder, Nixon -Egli Co., has agreed to furnish a street sweeper in place of the utility grader. It should be noted that Nixon -Egli has incurred certain costs to this point in acquiring the utility grader. These costs (approximately $2,500) will be added to the purchase price of the Mobil Sweeper. Nixon -Egli has indicated that the Mobil Sweeper will be delivered within ninety days as they had previously ordered three sweepers in anticipation of demand. Normal delivery at this time from other dealers is six months based on our inquiries. Recommendation For the reasons stated above, it is recommended that the City not take delivery of the grader /loader described on P.O. No. 45256. It is further recommended that the $22,150.80 be applied to the purchase price of a new Mobil Sweeper and an additional $34,956.68 be appropriated from the Capital Improvement Fund to complete the purchase of the street sweeper. Unfortunately it does not reflect the "down- time" of the units. It has been my observation, since January of this year, that it is a rare day that we have less than one unit out of service. I attribute this "down- time" to the excessive age and deterioration of this equipment plus the difficulty of locating repair materials which are considered, in many cases, as being obsolete. I strongly recommend that we consider an additional sweeper for the city and, also, review any policy we may have regarding time life of this type of equipment. Supt., Mech. Maint.
