SUBJECT: Recommendation to award bid for Three Reel Power Lawn Mower
Bid No. 1541.
Introduction
This report concerns award of bid for (1) Lawn Mower in the total
amount of $9,725.50 including applicable sales tax. Funds for this
purchase have been budgeted in account number 46- 400 -511- 000 -950.
Background
This Power Lawn Mower, Toro Turf Pro #84, is the same machine speci-
fied and purchased on Purchase Order #40390 May 30, 1979 at a unit
price of $7790.00 each or $8267.40 with tax. In response to published
Notice Inviting Bids to furnish and deliver (1) Three Reel Power
Lawn Mower in accordance with City specifications, bids were received
and publicly opened and read September 9, 1980 3:00 P.M. Proposal
forms were mailed to five (5) prospective suppliers and notices were
advertised in accordance with City Charter and Municipal Code pro-
visions. Two (2) proposals were received one of which unresponsive in
that the proposed machine deviated considerably from our specification

SUBJECT:. Purchase of 3 -reel mower
Consistent with item 24 in the 1980 -81 Park Division budget,
we have requested the purchase of a 3 -reel mower. I understand
two bids have been received, one of which does not meet our
specifications. We specified a hydraulic drive mower with a
23 horsepower engine, hydraulically lifted reels, and 7- blade
reels. The low bid Jacobsen mower is mechanical and belt
drive, 14 horsepower, manual lift reels and only 5 -blade reels.
The hydraulic drive is specified because it gives more power with
fewer moving parts resulting in fewer repairs, 'less downtime and
increased productivity. Hydraulically lifted reels were specified
to eliminate a source of employee back injury that we had
experienced on the low bid mower. The 7 -blade reels do a more
efficient job of cutting the dense type of grass that we have in
Santa Monica parks. We have now had over one year of experience
with two other hydraulic mowers and found them to meet our
expectations. We had five years experience with the low bid
mower which resulted in the shift to hydraulic.
Additionally, vie had extreme difficulty getting parts for
Jacobsen mowers. The addition of the requested hydraulic drive
mower will complete efforts to have a uniform fleet of hydraulic
mowers that will minimize our parts inventory and result in
maximum mowing capacity for these machines.
