Subject: Authorization to Engage Architect for Exit from Basement of
City Hall
Introduction
This report recommends that the City engage an architect to design a new
second exit from the basement of the City Hall.
Background
When the City Hall was built in 1940, only one exit was constructed from the
basement and the basement was used primarily for storage. In 1979 the City
Council approved a Records Management Program for the City Clerk's office.
The work of the Records Management Program is planned to be done in the
basement and it is necessary because of current state and federal safety
requirements to construct a second exit from the basement. This design work
can be done by either the engineering staff or by a private architect.
Because of the large number of engineering projects underway by the engineering
staff, it is recommended that a private architect be engaged. The project is
budgeted in Account No. 46- 100 - 243 - 000 -920.
Recommendation
Staff recommends that Stephen R. Frew, Architect, be engaged to do this prior
design work at a fee of $2,500.

Dear Mr. Scholl:
I am pleased to submit my proposal for Architectural and
Structural Engineering Services for the subject project.
The work will be in accordance with the scheme developed by
Mr. Willia Rome of the Santa Monica Building Department.
Included will be all drawings necessary for the description
of the work. Specifications as required will be incorporated
on the drawings. The drawings will indicate new lighting as
required and relocation of electrical and mechanical equip-
ment, however no electrical or mechanical engineering services
are included. Also not included are reproduction costs and
other normal out -of- pocket expenses.
The fee for the above work will be two thousand five hundred
dollars ($2500.00). It is expected that the work will be
completed within 45 days after acceptance of this proposal
providing unusual or unexpected existing conditions are not
encounted in the area of the work.
Should this proposal meet with your approval, please sign
and return one copy.
