SUBJECT: Recommendation to waive formal bid requirements for Promotional T- Shirts
Introduction
This report concerns the waiving of formal bid requirements for promotional
T- Shirts for the marathon to be sponsored by the Recreation and Parks Department.
Funds for this purchase are available in the Recreation and Parks account
80460 -000.
Background
In response to informal bidding, the City has recieved nine (9) responses. The
lowest and best bidder is Bear Prints, Inc. in the amount of $8,100.00. (Note the
attached Summary of Bids). Bear Prints, Inc. proposes to provide similar T- Shirts
to those provided in the past for various City functions with satisfactory results.
The scheduled date for the Marathon is August 24, 1980.
Recommendation
Due to the lack of time for further bidding process and the unnecessary additional
expense and delay involved in instituting a formal process, it is recommended that
the formal bid process be waived and the Purchasing Department be authorized to
negotiate and excute the purchase of these T- Shirts with Bear Prints Inc. in the
full amount of $8,100.00.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA WAIVING FORMAL BID PROCEDURE AND AUTHORIZING DIRECT
NEGOTIATION FOR PURCHASE OF T- SHIRTS
WHEREAS, the City of Santa Monica Recreation and Parks Division
has a requirement for Promotional T- Shirts for the August 24, 1980, Marathon;
and
WHEREAS, the City has informally advertised for bids to supply these
T- Shirts;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION NO. 1 That the City Council finds the requirement exists to
purchase the Promotional T- Shirts.
SECTION NO. 2 That the informal bid solicition is sufficient search
of the market and further bid solicitation would cause unnecessary expense and
delay.
SECTION NO. 3 That the City Manager is hereby authorized to execute
a purchase agreement for the T- Shirts.
SECTION NO. 4 The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be in full force and
effect.
