SUBJECT: Authorization to Engage Architect for Modifications to Parking
Structure #4
Introduction
This report recommends that the City engage an architect to prepare
architectural drawings for a new facade for Parking Structure #4.
Background
In June, 1980 City Council instructed staff to investigate the possibility
and costs of the construction of an alternate facade for Parking Structure #4
which is being expanded by the developer of the Wilshire Palisades, 2nd St.
and Arizona Avenue. On September 9, 1980 (Item 5 -F) the staff submitted
a design with estimated costs to the Council. This design had been approved
by the Architectural Review Board. The Council appointed members, Scott,
Goldway and Reed to meet with the staff to determine other alternatives.
The above council members and staff met and suggested certain design
modifications to be made for a new facade and for other improvements for
Parking Structure #4. The provision of open stairwells as previously
recommended by staff was agreed upon as was the general concept of providing
an open facade. The replacement of the elevator doors by a transparent
structural material was also suggested.

Recommendation
The Staff recommends that Donald R. Prochnow be engaged at a fee not to
exceed $2,500 to do the architectural work necessary for the new facade
and pertinent modifications to Parking Structure #4. The Teleklew Productions,
Inc. has previously been required to provide funds in the above amount for
this architectural work.

Agenda Item 11 -F: Presented for consideration was a recommendation to
engage Donald R. Prochnow to do architectural work regarding modifications
to facade of Parking Structure No. 4, at a cost not to exceed $2,500.
Mayor Pro Tempore Yannatta Goldway moved to approve the staff recommenda-
tion, i.e., to engage Donald R. Prochnow to be engaged at a fee not to
exceed $2,500 to do the architectural work necessary for the new facade
and pertinent modifications to Parking Structure No. 4. During discussion
Mayor Pro Tempore Yannatta Goldway withdrew the motion. Councilmember
Reed moved to direct staff to retain the services of an architect in an
amount not to exceed $3,000 to do the architectural work necessary for
the new facade and pertinent modifications to Parking Structure No. 4 and
that said architect shall not be a member of any board or commission.of
the City of Santa Monica. Second by Mayor Pro Tempore Yannatta Goldway)
The motion was approved by the following vote:
Council Vote: Affirmative: Councilmembers Yannatta Goldway,
Jennings, Reed, Rhoden and Mayor
