SR-10-14-1980-6F4Santa Monica, California September 24, 1980 TO: Mayor and City Council OCT 1 4 9980 FROM: City Staff SUBJECT: Recommendation to award bid for Soil Shredder, Royer Model 36 Intorduction This report concerns award of bid for a Soil Shredder in the total amount of $11,091.00 including applicable sales tax. Funds for this purchase have been budgeted in account number 46- 400 -511- 000 -950. Background Recreation and Parks has been authorized, in the 1980 -81 budget, to replace the Soil Shredder they have been using. The Shredder being replaced is a Royer model 25, is very specialized equipment and has provided the City good service for the last twenty -one years. Also the only distributor of Royer Equipment in California, Goodwin Equipment Service, has offered a $2000.00 trade -in allowance toward the purchase of a new Royer model 36 and has agreed to forego a 5% price increase which was to be effective in June. Attached is a memo from Recreation and Parks regarding this subject. Recommendation It is recommended that approval and an award be made to Goodwin amount of $11,091.00, including is felt this action would be in City in acquiring a quality mac expense and delay. Arnett, Director, Recreation arks SUBJECT: Purchase of Royer Soil Shredder In the 1980 -1981 budget, Park Division is authorized to purchase a soil shredder in the amount of $14,000, In late May, 1980, I contacted the Royer Company to get a brochure of their equipment, At that time I was told-the price would go up 5% in early June. I contacted Rick Higgins to see if we could speed up the purchasing process and take advantage of the lower price. He said he would talk to you. Later, Rick said he had given Royer a tentative Intent To Purchase, pending final approval of the budget. I didn't think too much about it after that, although I really thought it was on one of the Council Agendas to waive bidding: The soil shredder being replaced is a Royer that has given good service for 21 years. Based on that kind of per formance, plus the fact that this is very specialized equipment, I think we are safe to consider it a sole source item DS:vhd RESOLUTION NO. 6092 (CCS) CITY COUNCIL SERIES A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA I-TONICA WAIVING FURTHER FORMAL BID PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION FOR PURCHASE OF SOIL SHREDDER WHEREAS, the city of Santa Monica Parks Division has a requirement for a Soil Shredder; and WHEREAS, the Royer #25 Soil Shredder being replaced has given very good service; and WHEREAS, the Goodwin Equipment Service Company is the ex- elusive distributor - dealer in the State of California for Royer Pro- ducts; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council finds that the requirement exists to purchase the Soil Shredder. SECTION 2. That formal bid solicitation would cause unnecessary expense and delay. SECTION 3. That the City Manager is hereby authorized to ex- cute a purchase agreement for the eqipment. 1 SECTION 4. The City Clerk shall certify to the adoption of this resolution, and thenceforth and thereafter the same shall be in full force and effect.
