Solar Water Heating for One City and One School Swimming Pool
In April, 1978, the City contracted with Energy Management Consultants (EMC)
to conduct a solar energy feasibility study for Santa Monica Municipal and
Lincoln Junior High School swimming pools. The City Council is requested to
allocate funds to update the study which will allow staff to reconsider the
practicality of solar installations at this time. The study is not to exceed
$1,000.
Background
The 1978 study covered the following subjects:
1. Evaluation of various conservation and solar water heating systems;
2. Initial investment cost and projected payback periods;
3. Engineering and design constraints; and
4. Potential energy savings.
In the recommended update, the consultant would re- evaluate the study to reflect
current solar technology and changes which have occurred since 1978 in invest-
ment and energy costs.
The City, in conjunction with the schools, did not proceed with this solar
project because of lack of funds and the high cost of the recommended system.
However, advanced solar technology and rising energy costs justify a new look
at this project.

The City rents pool time from the schools on a permit basis. The charge
is based on a percentage of the utility costs. In the first 10 months of
this fiscal year alone, the City has spent $21,040 for natural gas to heat
the pools. The 1978 study projects a 65% reduction of the water heating load
if conservation measures and solar heating are implemented.
Amortization of costs for a solar project could be realized by reducing the
permit fees by the amount of energy savings achieved.
Recommendation
Staff recommends City Council appropriate $1,000 from the General Fund reserves
for re- evaluation of the 1978 Solar Energy Study and authorize the City Manager
to execute an agreement for the work in an amount not to exceed $1,000.
