SUBJECT: CETA Contracts
Introduction
This report requests authorization for the City Manager to execute
subgrant agreements for a total of $2,263,557 with the County of
Los Angeles and selected service providers. These agreements will
enable the City to sustain CETA Public Service Employees for a
nine month period, January 1, 1979 to September 30, 1979.
Background
Santa Monica has offered CETA Public Service jobs to unemployed
residents since 1974. The jobs have been located in City Depart-
ments, the School District and non - profit organizations.
Congress passed a new Comprehensive Employment and Training Act
in October. Regulations for the program are currently in draft
form and will not be available in final form for several months.
An informational report will be prepared for Council on new pro-
gram restrictions as soon as the regulations are available. In
the interim, on -board participants will continue to provide es-
sentially the same services as in the past, although there will
be a heightened emphasis on moving them into unsubsidized jobs,
preferably in the private sector.
Costs
CETA funds cover Human Resources Division and service providers,
costs, as well as portions of the salaries of City employees
who supervise CETA participants.

Recommendations
Staff recommends that Council authorize the City Manager to execute
CETA Public Service Employment subgrant agreements.

Consent .Calendar:
The Consent Calendar was presented by the City Clerk after which Council
member Trives moved to approve the Consent Calendar with the exception
of Agen a terns -N and 6 -S, adopting the resolutions and ordinances
therein, reading by title only and waiving further reading thereof.
Second by Mayor Swink.
Council Vote: Unanimously approved 7 -0
Agenda Item 6 -Z: Contract Nos. 3148(CCS) through 3157(CCS) were awarded
to Los Angeles County and selected service providers for CETA Title II
and VI programs for the period January 1, 1979 to September 30, 1979
and the City Manager was authorized to execute said contracts.
