SR-10-14-2014-3BCity Council Meeting: October 14, 2014 Agenda Item: � To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Operations, Maintenance, and Management Services (OMMS) for the Charnock Well Field Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contractual services agreement with Evoqua Water Technologies, LLC, a Georgia -based company, in the amount of $278,024 (includes a 15% contingency) to provide operations, maintenance, and management services (OMMS) for the Charnock Well Field for one year, with two additional one -year renewal options for $278,024 per year (15% contingency included) for a total amount not to exceed $834,072 over a three -year period, with funding contingent upon Council budget approval. Executive Summary The Charnock Well Field was contaminated by methyl tertiary -butyl ether (MTBE) in 1996. A new treatment facility was completed and commissioned on December 4, 2010. In July 2014, the City solicited proposals for OMMS for the Charnock Well Field. After reviewing the three proposals received, staff recommends Evoqua Water Technologies (formerly Siemens Water Technologies Corporation) to provide OMMS for the Charnock Well Field at a cost of $278,024 for one year. Background In June 1996, the City's drinking water wells at the Charnock Well Field were shut down due to the detection of gasoline additive MTBE from the leaking underground gasoline storage tanks and pipelines in the vicinity owned by various oil companies. Staff determined the best approach would be to treat the contaminated water at the Charnock Well Field and pump it to the Arcadia Water Treatment Plant for final treatment and distribution. Prior to the construction of the treatment plant, the Charnock Well Field consisted only of a pumping station that pumped ground water from its wells to the Arcadia treatment facility. The new treatment plant addition consisted of green sand filters, granulated 1 carbon activated (GAC) filters, and a need to add and remove chemicals to treat the contaminated water before pumping it to the Arcadia treatment facility. This additional set of operations created a need for personnel to operate and monitor the operations at the facility till the groundwater was remediated, estimated to be at the end of 2020. On July 13 2010, Council approved Siemens Water Technologies Corporation to provide contract operations at the Charnock treatment facility. On January 16, 2014, Evoqua Water Technologies LLC acquired Siemens Water Technologies. The contract is due to expire on November 22, 2014. Discussion Treatment for MTBE removal of the plume contaminating the Charnock Well Field is estimated to be completed in 2020. Until such time, both an operator and engineering support services is required to operate the Charnock treatment facility. Contracting for OMMS, rather than hiring additional permanent staff to provide the services in- house, is prudent given that the services are for a limited term. In addition, the contract services include around the clock emergency response duties not currently performed by permanent City staff due to the remote location of the Charnock facilities. The services would be contracted for one year in the initial term, with options for two additional one - year renewals. The City would have the option of terminating the agreement within 10 days' written notice to the contractor. Staff would evaluate the need for continued contracted services at the conclusion of the OMMS contract. The contaminant is expected to be removed by 2020, after which OMMS at Charnock Well Field may no longer be necessary. Contractor Selection On July 31, 2014, the City published a Request for Proposals (RFP) to provide OMMS for the Charnock Well Field including engineering support services. The RFP was posted on the City's online bidding website and published in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. A total of 28 firms obtained the RFP package. Proposals were received from Evoqua Water 2 Technologies (formerly Siemens Water Technologies Corporation), Groundwater & Environmental Services, Inc., and Water Quality Specialists. Proposals were evaluated on the following criteria: Technical Competence /Performance Record /Financial Stability /Quality Level (45 %), Staffing Capability (20 %), Quality Control (10 %), and Cost (25 %). Groundwater & Environmental Services, Inc. was the lowest bidder, but received lower scores on Technical Competence and Staffing Capability. Evoqua Water Technologies, the second lowest bidder in cost, provided more relevant technical competence having greater experience with public water systems and public water regulatory compliance. Along with a larger breath of experience, Evoqua Water Technologies would provide an operator with higher qualifications and certifications than Groundwater & Environmental Services, Inc. and Water Quality Specialists. Based on these criteria and in accordance with SMMC 2.24.072, staff recommends Evoqua Water Technologies as the best bidder to provide OMMS for the Charnock Well Field in the amount of $278,024 for one year. 3 Financial Impacts & Budget Actions The contractual services agreement to be awarded to Evoqua Water Technologies is for an amount not to exceed $278,024 for one year with two additional one -year renewal options for $278,024 per year, for a total amount not to exceed $834,072 over a three - year period. Funds in the amount of $278,024 for the first year are available in the FY 2014 -15 budget in division 25672. The contract will be charged to account number 25672.555060. Budget authority for subsequent years will be requested in each budget cycle for Council approval. Future funding is contingent upon Council approval and budget adoption.
