This report transmits the proposed grant application summary and the resolution
authorizing execution of an application for continued funding for a League of
California Cities Criminal Justice Planning and Technical Assistance Unit.
Background
The League of California Cities (Los Angeles County Division) has requested the
City of Santa Monica to apply, on its behalf, for federal Law Enforcement
Assistance Administration funds to continue a Planning and Technical Assistance
Unit, to serve the cities of Los Angeles County (except for Los Angeles City, which
has its own unit). The League is unable to apply for these federal funds directly
because State law requires such application be made by governmental agencies or
non - profit organizations. (The League is a non - profit corporation, but the Los
Angeles County Division is neither; therefore, a municipality must act on its
behalf.)
Purpose of Planning and Technical Assistance Unit
The purposes of the Units are summarized on the attached Project Summary.
However, its basic purpose has been to assist cities in Los Angeles County in
improving and evaluating their various criminal justice projects; i.e., planning
and research, burglary prevention, etc.

The League"s Planning and Technical Assistance Unit has been viewed as a three -
year project, with first year federal funding in the amount of $81,946 and second
year at $85,842. The State provided a $4,552 first year funding share with the
direct local share of $4,553• Second year, the State provided $4,769; direct
local share was the same. For third year, the federal amount is $95,713 and the
State share is $5,317 with a local share of $5,317• The latter amount is assessed
among the 79 participating cities in Los Angeles County via a population weighting
formula. This will be the only cost to Santa Monica and is estimated at about $75•
There is no cost to the City as the continued applicant for this grant. The City
receives 50 of the total direct charges for administration of the grant to offset
expenses. During the first grant year, the amount was approximately $4,336 and
was $4,542 under second year funding. Third year is expected to be $5,007. The
Santa Monica participation for this administrative fee is limited to fiscal
management.
General services to all 79 participating cities in Los Angeles County include:
1. Criminal Justice Newsletter (quarterly).
2. Community Crime Prevention Manual (published March, 1977).
3. Staff support for eight League representatives on local LEAA Regional
Planning Board.
4. Direct, on -site, technical assistance to cities in Los Angeles County
on request. The provision of technical assistance may include, but is
not limited to basic research; identification of funding resources;
may serve as City's representative in attempting to secure federal
funds, already identified, for criminal justice projects; and may work
with other City departments; i.e., Parks and Recreation or City Attorney/
City prosecutor in developing programs related to criminal justice.
(Santa Monica Police Department has requested technical assistance on
two occasions.)

Alternatives
The sole alternative is for the City not to continue application for these funds
on behalf of the League, in which case another sponsoring city must be found.
The Los Angeles Regional Criminal Justice Planning Board, who screens and processes
federal criminal justice grants, locally approved the original project July 30,
1975, and it was approved by the City in August of 1975, and has operated success-
fully. This item is processed through the Board of Directors of the League's Los
Angeles Division.
Recommendation
It is recommended that the City Council adopt the attached resolution authorizing
the City Manager to file an application and execute appropriate documents for
third year federal funds to support a Planning and Legal Assistance Unit in
Los Angeles County on behalf of the League of California Cities, and the execution
of the appropriate third party agreement as approved by the City Attorney.

the Crime Control Act identified above.

PROJECT SUMMARY
The City of Santa Monica, on behalf of the Los Angeles County Di-
vision of the League of California Cities, requests third year funding for
a Planning and Technical Assistance Unit. This proposed unit wil be com-
prised of three full -time staff persons. Services to be provided to the
cities in Region R which do not at present have a pass- through criminal
justice planning unit, include: technical assistance in project and evalua-
tion design development. Specifically, the project's objectives include:
1. To identify criminal justice system related problems
and needs faced by cities in Region R (needs assessment).
2. To identify alternate modes by which cities can address
needs related to activities in the justice system.
3. To assist in the identification of projects to address
justice system needs.
4. To provide technical assistance to projects sponsored
by cities in Region R.
5. To assist in the development of evaluation designs for
projects sponsored by cities in Region R.
6. To work with the County of Los Angeles in six demonstration
projects.
The project will also provide for a Criminal Justice Advisory Committee
to provide project staff with the appropriate policy direction. Evaluation
of the proposed project will also rest with the Committee using an evaluation
design jointly developed by the Planning Board, League and project staff.
