Subject: Professional Services Agreement for the Reed and Ozone Parks
Improvements Project
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a professional services
agreement with Katherine Spitz Associates, Inc. (KSA), a California -based
company, in an amount not to exceed $116,637 (includes a 10% contingency) to
provide design services for the Reed Park and Ozone Park Improvements Project.
2. Authorize the Director of Public Works to issue any necessary modifications to
complete additional work within budget authority.
Executive Summary
This agreement would provide design services for improvements at Reed Park and
Ozone Park. Through a community process, best uses for the area north of Miles
Playhouse at Reed Park would be explored, including consideration of drought - tolerant
landscaping and water efficient irrigation. Ozone Park requires updated equipment and
materials improving safety and accessibility. Staff recommends Katherine Spitz
Associates, Inc. to provide design services for the Reed Park and Ozone Park
Improvements Project in the amount of $116,637.
Discussion
This agreement is for design services to address needed community, aesthetic, and
functional improvements at Ozone and Reed Parks. Staff anticipates that improvements
would include playground equipment selection at Ozone Park and potential programmatic
uses for open space at Reed Park in addition to drought - tolerant landscaping and
irrigation. New playground equipment installed at Ozone Park would be universally
accessible; however, funds are insufficient to replace the entire playground. Staff and the
selected firm would gather feedback on the improvements through a community process.

Consultant Selection
On May 19, 2014, the City issued a Request for Proposals (RFP), to provide design
services for the Reed and Ozone Parks Improvements Project. The RFP was posted on
the City's online bidding website. A total of 56 prospective bidders downloaded the RFP
package and 3 proposals were received.
City staff from Public Works and Community & Cultural Services evaluated proposals
based on criteria listed in the RFP including:
• Previous innovative design experience in the creation of universally accessible
playgrounds to guide the Ozone Park improvements.
• A track record of professionally acknowledged, award winning and innovative
design work.
• Proposed cost and unit cost break down for comprehensive design services.
• Timely completion of prior assignments.
• Thorough knowledge of California codes and regulations.
• Other municipal and /or community -based process experience.
Staff selected Katherine Spitz Associates, Inc. (KSA) as the best qualified firm. KSA
offers a strong and cohesive project team with demonstrated experience in the design of
parks and playgrounds and collaborative public engagement processes with municipal
clients. KSA's relevant project experience includes design and professional services for
the City of Santa Monica's Universally Accessible Playground at South Beach, the Jane
Vruwink Palmer Healing and Play Garden at Children's Hospital (Los Angeles), Orange
Grove Park (Hacienda Heights), Havenhurst Park (West Hollywood) and a universally
accessible playground in Hacienda Heights. Additionally, KSA was the landscape
architect for the Reed Park children's play area, as well as the landscaped areas along
the south side of Miles Playhouse. Staff recommends KSA to provide design services for
the Reed Park and Ozone Park Improvements Project in the amount of $116,637.
Although KSA was not the lowest proposal from a cost standpoint, the services included
in their proposal were more comprehensive. Additionally, KSA brings specific expertise
related to Reed Park due to their drought - tolerant landscape redesign of the park to the

south of Miles Playhouse, which they can now complement with work to the north of
Miles Playhouse.
Next Steps
Following execution of the agreement with KSA, staff would work with the design
consultant to initiate community engagement processes for the two parks. The process
would include community workshops, coordination with the Recreation & Parks
Commission as well as review by advisory and regulatory bodies such as the Coastal
Commission and City Council.
Financial Impacts & Budget Actions
The agreement to be awarded to Katherine Spitz Associates, Inc. (KSA) is for a total not
to exceed $116,637 (includes a 10% contingency). Funds are included in the FY 2014-
15 Capital Improvement Program budget in the following accounts:
