SR-12-12-1978-11BSanta Monica, California, November 30, 1978 M 0 E C 1 2 1978 TO: Mayer and City Council FROM: City Staff SUBJECT: Lease of Rifle Range Introduction This report covers the request by the Santa Monica Olympic Shooting Club to lease the Rifle Range and the provisions for this lease. Background The Santa Monica Olympic Shooting Club has approached the City and is requesting to lease the Municipal Rifle Range for their use as a shooting club. Due to insurance requirements and the cost of a premium, the Club cannot operate the range as a public shooting range. In addition to this, with the restrictions that have been placed upon the range because of interference with the tranquility of the neighborhood, it would be impossible for a non - public agency to operate the range at a break -even point or a profit. As conditions of their use the Club would: 1. Keep the grass and weeds inside the range cut. 2. Paint the backstop as needed. 3. Maintain the lighting equipment to include replacement of bulbs. 4. Sweep the firing line after use. 5. Repair the exterior fences as needed. 6. Provide insurance coverage for range usage naming the City of Santa Monica as additional insured to the levels required by the City of Santa Monica. ///3 DEG' 1 2 1978 TO: Mayor and City Cou,icil .+ovember 30, 1978 _2_ 7. Follow range firearm and safety rules at all times. 8. only operate the range when a qualified and certified range master is present. 9. No individual members would be allowed to use the range except at those hours that the club is to use the range. 10. The general public may use the range by joining the Olympic Shooting Club. The membership fee is $15 per year plus a range fee of $2 per use and tournament fees which may come up at a later date. Of course, the public does not need to participate in any of the tournaments. 11. Only .22 caliber rimfire rifles will be allowed. No pistol shooting will be allowed. It has been found in our surveys that pistol shooting is the main source of noise at this facility. 12, Air rifles and air pistols will be allowed. 13. The use of the range for two evenings per week (Monday and Thursday) for practice from the hours of 7:00 P.M. until 10:00 P.M. Currently the club has a permit for Monday evenings. This would be an additional night per week for use with the restrictions of pistol shooting. I do not believe the noise would be a factor to the neighborhood. 14. No more than six (6) weekend mornings from 8:00 A.M. until 2:00 P.M., Saturday or Sunday, the days alternating as they presently are required to be, for the conduct of a national rifle association registered and /or approved tournaments. Economic Impact For this use the Rifle Range Club will pay the City of Santa Monica a minimum TO: Mayor and City C(,_-icil -3- �vember 30, 1978 of $50 annually for the lease. As an additional condition for this lease they will pay 10% of all income above $500 to a gross aggregate amount of $2,000 at which time they will pay the City 95% above all of the $2,000 amount. The lease would be on a yearly renewal basis. Agenda Item '11 -B: Presented at this time was the request for authori- zation by the City Manager to negotiate a contract to lease the Munic= ipal Rifle Range to the Santa Monica Olympic Shooting Club for their use as a shooting club. John Malone, Secretary- Treasurer, Santa Monica Olympic Shooting Club, described their proposal for use of the club. Mayor Swink moved to approve the staff recommendation, i.e., authorizing the City Manager to negotiate Contract No. 3158(CCS) to lease the Munici- pal Rifle Range to the Santa Monica Olympic Shooting Club for their use . as a shooting club. Second by Councilmember van. den Steenh,oven.- After brief discussion, the motion was approved by the following vote: Council Vote: Affirmative: Councilmembers Bambrick, Scott, Swink, Trives, van den Steenhoven and Mayor Pro Tempore Cohen Negative: Councilmember Reed.
