including tax, for automotive equipment for three (3) City departments.

In response to published Notice Inviting Bids to furnish and deliver
automotive equipment in accordance with City specifications, bids were
received and publicly opened and read in the office of the City Manager
November 28, 1978. Proposal packages were mailed to forty -four (44)
truck and equipment dealers and notices were advertised in accordance
with City Charter and Municipal Code provisions. Five (5) bids were
received as listed on the attached summary.
No award is recommended for either Items 4 or 4A since none of the
chassis offered met published specifications for frame strength.
The Lowest bids for Items 1, 2 and 3 are acceptable.
It is considered to be in the City's best interest to purchase a Heil
Mark V refuse body (Item 4B) equipped with a John Deere hydraulic pump
(alternate bid) at $20,078.52 or a Pak -Mor R320 body at $18,923.12.
These prices include tax. The City now has nine (9) Heil Mark V bodies
with Deere pumps in service and has two (2) more on order. G L_

The first Heil body was put in service in August, 1976, and to date no
major failures in cylinders, hydraulic systems or pumps and no blade
breakage has been experienced as was the case with other brands
previously used.
The Heil Mark V body will accomodate all refuse bin sizes in the City
inventory without modification. The Pak -Mor body will require
modification before being put in service. In addition, the Pak -Mor
body requires greater physical operator effort than does the Heil and
is slower in cycling time. The Tyrone pump is not desired since it's
reliability has not been established. The John Deere pump has given
outstanding service, maintenance parts are now in the inventory, and
maintenance personnel are familiar with its servicing.
Recommendation
It is recommended that all bids for Items 4 and 4A be rejected and
that the award be made as follows:
