SUBJECT: Amendment of Title VII Senior Citizens Nutrition Contract
Introduction
The City's Senior Citizens Nutrition and Recreation Program is funded through
Title VII of the Older Americans Act on a yearly contract administered through
the Los Angeles County Area Agency on Aging. In December 1978, AAA informed
the City that two amendments are needed in this contract.
Background
Amendment 1: Retroactive to October 1, 1978, a 25% "overage" reimbursement
from the USDA Department of Agriculture will be granted for each Title VII
meal served to eligible participants (persons 60 or over). The purpose of
this reimbursement would be to allow programs the flexibility to serve additional
meals. The dollar allocation would be 38.5 cents for each meal based on the
following formula: anticipated number of meals to be served from 10/1/78 to
6/30/79 x 38.5¢ plus 25% of that subtotal.
Amendment 2: This amendment concerns an agreement between the County and the
State for an audit through the State Department of Finance. At present, our
contract language allows for an independent audit. This change will bring
the contract language into conformance with actual procedure.
Economic Impact
None. The Santa Monica Senior Citizens Nutrition Program will receive additional
funds that may be used to provide additional meals for the program. Under

Amendment 1, it is estimated that this will amount to approximately $3,305 in
additional funding or approximately 1,920 more meals.
Recommendation
We recommend that Council approve these two amendments to the Senior Citizens
Nutrition Program contract and authorize the City Manager to sign the
attached amended contract and return it to the County immediately.'
