Subject: Improvement of Seventh Street from Grant Avenue to
Kensington Road -- Award of Contract
Introduction
This report recommends that the City Council award a contract for the
improvement of Seventh Street from Grant Avenue to Kensington Road to Calex
Paving Company in the amount of $87,710.
Background
This section of Seventh Street is one of two unpaved streets in the City.
This improvement consists of constructing curbs, gutters, sidewalk, wheel-
chair ramps, and paving. Trees are also to be planted. The property owners
will not be paying any of the improvement costs, as proposed herein.
This street project was approved for Community Development Block Grant
funding in the amount of $260,000 from which $40,000 was diverted for the
Fairview Branch Library Addition. Included in this bidding is the construc-
tion of 8 wheelchair ramps in other locations as shown on the attached map,
in the amount of approximately $2,000. The property owners adjacent to the
project were invited to a meeting in City Hall on the evening of October 17,
1978, to discuss this project. Only one person attended, and he was assured
that none of his trees on private property would be affected.

Trees will be planted along Seventh Street within the above limits by
City forces.
Bids for this project were opened in the City Council Chambers after 3:00 p.m.,
Monday, December 11, 1978, and read publicly by the Assistant City Clerk.
Plans and specifications were issued to seven (7) contractors. Five (5) bids
were received as follows:

from Account No. 19- 500 - 421 - 511 -920 and Work Order No. 79171 -000
from Account No. 19- 500 - 421 - 510 -920.
Recommendation
It is recommended that the City Council award a contract for the subject
project to Calex Paving Co., the lowest bidder, in the amount of $87,710
contingent upon approval by HUD, and approve an amount not to exceed $20,000
for contingencies and construction engineering.
