Introduction L�6YL- 7RGcf�/�o, 3ml e- This report concerns the recommendation to waive further formal bid procedure and to authorize the City Manager to negotiate directly for lease of one (1) automobile during the period November 1, 1978 through October 31, 1979. This vehicle will be used by the Executive Director, League of California Cities Planning and Technical Assistance Project. The City will be reimbursed by Federal grant for this expenditure. Background The City solicited bids for this automobile and for three (3) automobiles for the police department in the same Invitation. The police vehicles are the subject of a separate staff report. Notices Inviting Bid and proposal forms for this lease were mailed to twenty -five (25) leasing companies and notices were advertised in accordance with city charter and municipal code provisions. No bids were received at the scheduled October 5, 1978 opening. Alternatives 1. To re- advertise formally for bids. This would entail additional expense and delay with no assurance of more productive results. 2. To waive further formal bid procedure and to authorize direct negotiation for this lease. This will enable timely acquisition at the lowest possible cost. Recommendation It is recommended that further formal bid procedure be waived and the City Manager be authorized to negotiate directly for lease of one (1) automobile. Prepared By: R.N. Aronoff 4 C /® Purchasing Agent 0 C 2 4 1978 RESOLUTIOI I0. 5110 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA WAIVING FURTHER FORMAL BID PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION FOR LEASE OF AN AUTOMOBILE. WHEREAS, the City of Santa Monica has the requirement to furnish, on a reimbursable basis, a leased automobile to be used in a federally- funded project; and WHEREAS, the City has formally advertised for bids to supply this automobile and has received no bids; and WHEREAS, to re- advertise formally for bids would result in unecessary expense and delay. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council finds that the requirement exists to lease an automobile. SECTION 2. That the initial bid solicitation has satisfied the city charter and municipal code provisions for competitive bidding. SECTION 3. That to re- advertise formally for bids would entail unecessary expense and delay. SECTION 4. That further formal bid procedure is hereby waived for leasing this automobile. SECTION 5. That the City Manager is hereby authorized to negotiate directly for leasing this automobile. , SECTION 6.
