Introduction This report concerns the recommendation to enter into a contract for professional new bus inspection service to be accomplished as the busses are assembled at the manufacturer's plant. Acquisition of professional services is exempt from the City's competitive bid requirements. This type of inspection is encouraged by the Urban Mass Transportation Administration who will pay eighty per cent (80 %) of the cost. The balance will come from Transportation Development Act (SB325) funds. No City general funds will be used. Background The City Staff has solicited and received proposals from each of the four (4) companies recommended by UMTA as being qualified to perform these specialized inspections. Transportation Systems Management Consultants of Los Angeles submitted the lowest bid, $13,722.00 for the initial lot of fifteen (15) busses. The City's Transportation Department is not staffed at this time to provide sufficient personnel qualified to perform this type of inspection and testing at the manufacturer's facility. In the event on -site inspection is not accomplished, any defects detected after delivery in Santa Monica might have to be corrected by the Transportation Department. This could impose a significant hardship both in mechanical effort and in the administrative time required to effect reimbursement for corrections covered by warranty. f�li FEB 2 7 1979 T0: Mayor and City Council February 9, 1979 Recommendation It is recommended that the City Manager be authorized to execute a contract with Transportation Systems Management Consultants, in the total amount of $13,722.00, for professional new bus inspection service of fifteen (15) busses at the manufacturer's plant.
