SUBJECT: Recommendation to accept bids for real property.
Bid No. 1406.
Introduction
This report concerns acceptance of bids totalling $17,937.50 for two
parcels of City -owned real estate located on Barnard Way between
Hollister and Wadsworth Avenues. This land represents the unused
portion of lots aquired originally for the creation and widening of
Barnard Way. Plats of the respective properties are attached.
Background
In response to published Notice Inviting Bids for these properties,
bids were received and publicly opened and read in the City Council
Chambers September 27, 1978. Proposals were distributed to thirty -eight
(38) prospective bidders and notices were advertised in accordance with
municipal code and city charter provisions. Two (2) bids were received
for each parcel.
The highest sealed bid received for Parcel 1, 975 square feet located
at Barnard Way and Wadsworth Avenue, was $6,025. In accordance with
the bid provisions, a follow -on auction was conducted. The highest bid
for this property, $14,500.00, was made by Kenneth B. Censer. This
represents a price of $14.87 per square foot.
The highest sealed bid received for Parcel 2, 758 square feet located
at Barnard Way and Hollister Avenue, was $3,125.00. The highest bid
received at the follow -on auction for this property, $3,437.50, was
submitted by Edwin K. Marzec. This represents a price of $4.53 per
square foot.
Since these properties are of extremely small size there are no
comparable sales in the private sector with which to compare. / D -3

Recommendation
It is recommeded that the bid of Kenneth B. Genser, in the amount of
$14,500.00 for the Barnard Way and Wadsworth Avenue property, and the
bid of Edwin K. Marzec, in the amount of $3,437.50 for the Barnard Way
and Hollister Avenue property, be accepted as the highest and best
respective bids.

The Consent Calendar was presented by the City Clerk after which Council -
member Trives moved to approve the Consent Calendar with the exception.
of Items 6 -D6, 6 -E, 6 -G, 6 -H, 6 -I, 6 -L and 6 =M, adopting the resolutions
therein, reading by title only and waiving further reading thereof.
